A message from the Senate, by Mr. Frazier, its legislative clerk, announced that the Senate had passed without amend ment a concurrent resolution of the House of the following title:

H. Con. Res. 152. Concurrent resolution providing for a joint session of Congress for the purpose of holding appropriate exercises in commemoration of the life, character, and public services of the late Franklin D. Roosevelt, former President of the United States.

WEDNESDAY, June 5, 1946.

The SPEAKER. Pursuant to the provisions of House Concur rent Resolution 152, Seventy-ninth Congress, the Chair appoints as members of the joint committee to make arrangements for the joint session to be held on Monday, July 1, 1946, for appropriate exercises in commemoration of the life, charac ter, and public service of the late Franklin D. Roosevelt, the following Members on the part of the House: Mr. Bulwinkle, Mr. Walter, Mrs. Douglas of Illinois, Mrs. Rogers of Massachusetts, and Mr. LeFevre.

EXCELLENCY: It is with profound grief and the deepest sorrow that I hear of the untimely death of the beloved President of the United States of America, Franklin Delano Roosevelt.

The United States and indeed the whole peace-loving world has lost a leader and a friend whose greatness and courage will never be forgotten. It can only be hoped that his ideal of a world of free peoples, toward which he strived in life and for which he died, will be brought soon to a reality.

Please accept my most heartfelt sympathy and that of my country for you, Excellency, and your government, the family of Mr. Roosevelt, and the citizens of The United States of America who mourn their overwhelming loss. Most sincerely yours,

I hasten to express to Your Excellency in my name and in the name of the Dem. ocratic Government of Albania with which the entire Albanian people are associated the expressing of most moving condolences and I beg you to convey this to the Government of the Republic and the noble American nation.
