CHAPTER 72.

An Act concerning the Close Season for Wild Ducks, Geese,
Brant, and Swans.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. The close season for wild ducks, geese, brant, Close season for and swans shall be from January first to August thirty-first, fowl. both inclusive.

Wild ducks, geese, brant, and swans taken in violation of this act shall not be brought ashore, sold, or possessed.

SEC. 3. Sections 3120 and 3121 of the general statutes as Repeal. amended by chapter 30 of the public acts of 1903, and chapter 8 of the public acts of 1903, are hereby repealed.

SEC. 4. Every person who shall violate any of the pro- Penalty. visions of this act shall be punished by a fine of not less than ten nor more than fifty dollars for each bird or part of bird taken in violation thereof.

CHAPTER 74.

An Act concerning the Assessment and Collection of Taxes in the Town of New Haven.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. The assessors of the town and city of New Haven shall, on or before the first day of June, annually, post on the signpost in said city, or publish in one or more newspapers published in said city, a notice requiring all persons therein liable to pay taxes to bring in written or printed lists of the taxable property belonging to them on the first day of June in that year.

SEC. 2. Each resident of the city of New Haven liable to give in a list and pay taxes therein shall give in the list required by section 2303 of the general statutes on or before the first day of July, annually. When the first day of July comes on Sunday, then said list may be given in on the day following.

SEC. 3. The assessors of the town of New Haven shall give the notice required by section 2307 of the general statutes and amendments thereof on or before the twentieth day of September next following the making of any addition to the list of any person.

SEC. 4. The assessors of the town of New Haven shall, on clerk's or as- or before the thirtieth day of September, lodge the lists in the abstracts in town town clerk's or assessors' office, and make and lodge the abstracts in the town clerk's office, in the manner prescribed by section 2310 of the general statutes and amendments thereof.

SEC. 5. In the town of New Haven, the property of any trading, mercantile, manufacturing, or mechanical business shall be assessed and valued in all respects as provided by section 2342 of the general statutes; provided, however, that the average amount of goods kept on hand for sale during the year, or any portion of the year when the business has not been carried on for a year previous to the first day of June, shall be the rule of assessment and taxation in said town.

SEC. 6. The board of relief in the town of New Haven shall meet on the first business day of October, annually, and may adjourn from time to time to a day not later than the last business day of said October, on or before which day said board shall complete the duties imposed upon it; and said board shall give notice of its meetings as prescribed by law.

SEC. 7. No appeal from the doings of the assessors in Appeals from the town of New Haven, or application for deduction of amount of indebtedness from the list of any debtor shall be heard or entertained by the board of relief unless preferred to it at its meeting held on the first business day of October, or at some adjourned meeting held within twenty days thereafter.

year previous to that in which such taxes become due, and the
precedence of such lien shall be determined as of the first day

SEC. 9. This act shall take effect on March 1, 1908.

An Act concerning Payments for the Support of the Hartford
Bar Library Association.

SECTION 1. The county commissioners of Hartford county shall, annually, in the month of January, beginning with the year 1908, draw their order upon the county treasurer, payable to the Hartford Bar Library Association, for the sum of fifteen hundred dollars, the same to be applied to maintain and enlarge such library. The treasurer of Hartford county shall, in addition to the annual sum provided by law, pay to the Hartford Bar Library Association, on or before the fifteenth day of May, 1907, the further sum of three thousand dollars to be used by it to enlarge such library."

SEC. 2. This act shall take effect from its passage.

CHAPTER 76.

An Act amending an Act concerning the Board of Examiners of Barbers.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. Section two of chapter 130 of the public acts of 1903 is hereby amended to read as follows: All barber shops in the state shall be inspected regarding their sanitary and cleanly condition at least once in every year by a member or members of the examining board, and any member of said board shall have full power to enter, in business hours, and inspect any such barber shop. If any shop, upon such inspection, shall be found to be in an unsanitary condition, the member or members making such inspection shall report the name of the proprietor and the street and number of the place of business to the health officer of the town, city, or borough, as the case may be, in which such shop is located, and thereupon said health officer shall order that such shop shall be put in a sanitary condition or closed. Such order may be enforced in the same manner as any other legal order made by such health officer.

SEC. 2. A full statement of the number of shops inspected and the number reported as unsanitary, as provided by section one of this act, shall be included in the annual report required to be made by said board by section 4671 of the general statutes. Approved, May 14, 1907.

An Act concerning the Powers of the Soldiers' Hospital Board.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

SECTION 1. The soldiers' hospital board is hereby authorin his own home. ized and empowered to expend from its general appropriation such sum as may, in the judgment of said board, be necessary to provide for or assist in the care and support, in his own home, of any soldier, sailor, or marine of the civil war who is eligible for admission to Fitch's Home for the Soldiers; provided, that such sum so expended shall in no case exceed the
