76 Report of Board of Health. The ordinance of the City of New Orleans in reference to Condensed Milk requires that the milk shall contain 28 per cent of milk solids, and 7.5 per cent of butter fat. The standards for condensed milk as laid down by the United States Department of Agriculture are as follows: a. Condensed milk, evaporated milk, is milk from which a considerable portion of water has been evaporated and contains not less than twenty-eight (28) per cent of milk solids, of which not less than twenty-seven and five-tenths (27.5) per cent is milk fat. b. Sweetened condensed milk is milk from which a considerable portion of water has been evaporated and to which sugar (sucrose) has been added, and contains not less than twenty-eight (28) per cent of milk solids, of which not less than twenty-seven and five-tenths (27.5) per cent is milk fat. According to this definition, CONDENSED MILK should contain at least seven and seven-tenths (7.7) per cent of milk fat; The term milk has a definite and accepted meaning, and many convictions obtained have established it to mean whole cow's milk, to which nothing has been added, and from which nothing has been removed. Such milk has been shown for New Orleans, to contain an average of 13 per cent of total solids, and at least 3.5 per cent of butter fat, and 9.5 per cent of solids not fat. Condensed milk should mean milk which has been thickened, and in practice the thickening is brought about by driving off more or less of the water, and, in most cases, by adding cane sugar as well. The method adopted should be, and sometimes is, distinctly stated on the label. From the tabulated report you will note that there are some of the condensed milks that do not come up to the accepted standard, and in some brands the fat has been all but completely removed, and are in consequence, made either of skimmed or partially skimmed milk. To produce milk of standard quality, about 2.4 volumes will be concentrated into I volume, or the concentration will be on an average of 2.4. The sweetened condensed milks have more consistency to them, and this is perhaps one reason why sugar is so commonly added, as the milk can be diluted with a greater volume of water, and yet possess a density (body) which prevents it from looking too watery and thin. This appears to make it more economical in use, and is probably the reason why some of the manufacturers can advise BRAND MANUFACTURER Water.
