BY THE HEAD OF EACH DEPARTMENT

Except when a different time is expressly prescribed by law, the various annual reports required to be submitted to Congress by the heads of departments shall be made at the commencement of each regular session and shall embrace the transactions of the preceding year.

NOTE.-The appropriations made for printing and binding shall not be used for any annual report or the accompanying documents unless the manuscript and proof therefor is furnished to the Public Printer in the following manner: Manuscript of the documents accompanying such annual reports on or before the 1st day of November of each year; manuscript of the annual reports on or before the 15th day of November of each year; complete revised proofs of the accompanying documents on the 1st day of December of each year and of the annual reports on the 10th day of December of each year; and all of said annual reports and accompanying documents shall be printed, made public, and available for distribution not later than within the first five days after the assembling of each regular session of Congress. The provisions of this section shall not apply to the annual reports of the Smithsonian Institution, the Commissioner of Patents, the Comptroller of the Currency, or the Secretary of the Treasury.

BY THE HEAD OF EACH DEPARTMENT-Continued A report of the condition and character of any papers which are not needed or useful in the transaction of the current business of their departments, and the amount of their proceeds from the sale of such papers deemed useless.

Estimates for lump-sum appropriations contained in
the Budget or transmitted under sec. 203 shall be
accompanied by statements showing in such detail
and form as may be necessary to inform Congress the
manner of expenditure of such appropriations and of
the corresponding appropriations for the fiscal year
in progress and the last completed fiscal year. Such
statements shall be in lieu of statements of like char-
acter now required by law.

SEC. 3. Civilian officers and employees of the depart-
ments and establishments while traveling on official
business and away from their designated posts of
duty shall be allowed their actual necessary expenses
in an amount not to exceed $5 each for any 1 calendar
day.
SEC. 7. The fixing and payment under sec. 3 of per
diem allowance, or portions thereof, shall be in ac-
cordance with regulations which shall be promul-
gated by the heads of departments and establish-
ments and which shall be standardized as far as prac-
ticable and shall not be effective until approved by
the President of the United States.

In the estimates for the fiscal year 1916 and subsequent
fiscal years there shall be submitted in detail esti-
mates for such necessary appropriations as are in-
tended to be used for purchase, maintenance, repair,
or operation of all motor-propelled or horse-drawn
passenger-carrying vehicles, specifying the sums re-
quired, the public purpose for which said vehicles
are intended, and the officials and employees by
whom the same are to be used.

SEC. 2. Every executive department and independent establishment of the Government shall, upon request of the Committee on Expenditures in the Executive Department of the House of Representatives, or of any 7 members thereof, or upon request of the Committee on Expenditures in the Executive Departments of the Senate, or any 5 members thereof, furnish any information requested of it relating to any matter within the jurisdiction of said committee.

Combined statement of receipts and expenditures..
Annual report of Commissioner of Narcotics.
Annual report of expenditures of moneys appropriated
for the maintenance of the Coast Guard and of the
operations of the Coast Guard during the year.
A report showing by internal-revenue districts and
alphabetically arranged all refunds in excess of $500
under all transactions relative to remitting, refund-
ing, and paying back all taxes erroneously or illegally
assessed or collected, all penalties collected without
authority, and all taxes that appear to be unjustly
assessed or excessive in amount, or in any manner
wrongfully collected; also repaying to any collector
or deputy collector the full amount of such sums of
money as may be recovered against him in any court,
for any internal-revenue taxes collected by him, with

BY THE SECRETARY OF WAR-Continued

To transmit an abstract of the returns and reports of
the adjutants general of the States, Territories, and
the District of Columbia.
Except when a different time is expressly prescribed
by law, the various annual reports required to be
submitted to Congress shall be made at the com-
mencement of each regular session and shall embrace
the transactions of the preceding year.
Full statement of all existing facts tending to show to
what extent the general commerce of the country
will be promoted by the several works of improve-
ments contemplated by such examinations and
surveys, to the end that public money shall not be
applied excepting where such improvements shall
tend to subserve the general commercial and navi-
gation interests of the United States.
Directed to forward to Congress, to accompany his
annual report, a report of all inspections made by
the inspection department of the Army as to the
necessity, economy, and propriety of all disburse-
ments made by disbursing officers of the Army; also
whether the disbursing officers of the Army comply
with the law in keeping their accounts and making
their deposits.

U. S. Soldiers' Home (compiled by the Board of

Washington Aqueduct, annually submit the follow-
ing report to the Secretary of War: A report of the
condition, progress, repairs, casualties, and expendi-
tures of the Washington Aqueduct and other public
works under his charge.

Report of the activities and expenditures of the Coun-
cil of National Defense

The extent and cost of extensions and betterments of
the Alaska Communication System.

The character of the terminal and transfer facilities on
every waterway under improvement by the United
States, and whether adequate for existing commerce.
In the estimates for the fiscal year 1916 and subsequent
fiscal years there shall be submitted in detail esti-
mates for such necessary appropriations as are in-
tended to be used for purchase, maintenance, re-
pair, or operation of all motor-propelled or horse-
drawn passenger-carrying vehicles, specifying the
sums required, the public purposes for which said
vehicles are intended, and the officials and em-
ployees by whom the same are to be used.

Mass., and the Rock Island Arsenal, Ill., and of arms,
components of arms, and appendages fabricated,
altered, and repaired, during the fiscal year ended

BY THE SECRETARY OF WAR-Continued Reports on surveys of certain streams under the provisions of H. Doc. 308, 69th Cong., 1st sess., as authorized by the River and Harbor Act approved Jan. 21, 1927, with a view to improvement for purposes of navigation and the prosecution of such improvement in combination with the most efficient development of the potential water power, the control of floods, and the needs of irrigation.

Reports on examinations and surveys for flood control, authorized by the acts approved June 22, 1936, Aug. 28, 1937 and June 28, 1938, and various private floodcontrol acts.

To submit to Congress at ear iest practicable date after Jan. 1, 1936, a compilation of preliminary examinations, surveys, and appropriations for works of river and harbor improvement in form similar to that printed in H. Doc. 1491, 63d Cong., 3d sess.; to be a revised edition.

To make a survey of the Ohio River and its tributaries

to ascertain what pollutive substances are being de-
posited, directly or indirectly therein and the sources
and extent of such deposits, with a view to determin-
ing the most feasible method of correcting and elimi-
nating the pollution of these streams.

To compile, and print as a document, the laws of the
United States relating to the improvement of rivers
and harbors, passed between Mar. 4, 1913, to and
including the laws of the 75th Cong., 1st sess.
A report of the condition and character of any papers
which are not needed or useful in the transaction of
the current business, and the amount of their pro-
ceeds from the sale of such papers deemed useless.
The Secretary of War shall submit to Congress a report
of expenditures made by him in the execution of the
requirements of sec. 8 of the act approved May 27,
1908.
Reports on examinations and surveys authorized by
Congress, and reviews of such reports when re-
quested by the Committees on Rivers and Harbors
or Flood Control of the House, and the Committee
on Commerce of the Senate.

Report on investigation and survey, with estimate of
cost, for a barge canal and a highway project across
the Republic of Nicaragua.

The services of skilled draftsmen, civil engineers, and
such other services as the Secretary of War may
deem necessary, may be employed only in the
Office of the Chief of Engineers, to carry into effect
the various appropriations for rivers and harbors
and flood-control surveys, and preparation for and
the consideration of river and harbor and flood con-
trol estimates and bills, to be paid from such appro-
priations: Provided, That the expenditures on this
account for the fiscal year 1940 shall not exceed
$585,680; the Secretary of War shall each year, in the
Budget, report to Congress the number of persons
so employed, their duties, and the amount paid to
each.
The services of such additional technical and clerical
personnel as the Secretary of War may deem neces-
sary may be employed only in the Office of the Chief
of Ordnance, to carry into effect the various appro-
priations for development, manufacture, storage,
and issue of ordnance and ordnance stores, to be
paid from such appropriations: Provided, That the
expenditures on this account for the fiscal year 1940
shall not exceed $100,000; and the Secretary of War
shall each year, in the Budget, report to Congress
the number of persons so employed, their duties,
and the amount paid to each.
