GENERAL AND SPECIFIC APPROPRIATIONS FOR PRINTING AND BINDING, 1892 TO 1896, INCLUSIVE.

HOUSE OF REPRESENTATIVES,

October 21, 1905.

SIR: The Printing Investigation Commission, provided for in the act making appropriations to supply deficiencies in the appropriations for the fiscal year ending June 30, 1905, desires to obtain from you a statement of Governmental expenditures made during the past fourteen years for printing, binding, lithographing, engraving (including map making), and embossing, exclusive of work done at the Bureau of Engraving and Printing.

In supplying this information please classify it so as to show the amounts chargeable to the various Departments and independent offices of the Government, including the District of Columbia; and to show separately the regular annual and deficiency appropriations for printing, etc., and the amounts carried in other acts providing for printing, binding, etc., in order that a proper distinction may be drawn between the regular annual and deficiency appropriations made for these purposes and any supplemental appropriations carried in connection with other legislation. For instance, the regular annual appropriation for the printing and binding of the Interior Department for the year 1905 was $422.000; the deficiency appropriation for printing, etc., for that Department for the same year was $24,000. In addition to these appropriations for the Interior Department there were appropriations in other acts providing for similar work. Vide chapter 716, United States Statutes at Large, page 127, marginal references 2 and 5, and chapter 1630, ibid., page 409, paragraphs 2, 6, and 7.

This Commission is of the opinion that there are many similar appropriations, the proper collation of which is essential to any intelligent opinion on the general subject or as a basis for any recommendations which this Commission may desire to make to Congress. Please supply this information as soon as practicable.

SIR: I am in receipt of your letter of the 21st ultimo requesting a statement of expenditures for the past fourteen years for printing, binding, lithographing, engraving (including map making), etc., classified so as to show the amounts chargeable to the several Departments and independent offices of the Government, including the District of Columbia; and to show separately the regular annual appropriations, with deficiency appropriations therefor, and the appropriations carried in other acts for printing, binding, etc., so that distinction may be drawn between the regular printing appropriations and the supplemental or miscellaneous printing appropriations.

In reply I have the honor to transmit herewith a statement covering your inquiries as shown by the books of appropriations and expenditures of the Treasury Department. The statement shows separately:

1. The regular annual or general printing and binding account, showing the yearly appropriations and deficiencies for the past fifteen years, with the yearly expenditures therefrom. This is kept as one account on the books of appropriations and expenditures in the Treasury Department. The expenditures by allotments for the several Departments and independent offices are shown in the records of the Public Printer.

2. The appropriations, deficiencies, and expenditures for specific objects for the same period. Some of these appropriations are only in part applicable to printing and binding, other expenses being contained therein. As to the Official Gazette of the Patent Office and photolithographing, under the law the work is done at the Government Printing Office in part only, as is the case with maps and lithographing.

3. The allotments to the several Departments and independent offices from the regular annual appropriations for printing and binding, including deficiencies therefor, as contained in the annual appropriation acts. The expenditures of these allotments are consolidated in this statement with the expenditures from the regular annual printing and binding account. The details of expenditures from the allotments are shown in the records of the Public Printer.

No general annual appropriation is made for printing and binding for the District of Columbia. Its printing is paid for from the appropriations made for the various departments of the District requiring the work, most of which is done outside of the Government Printing Office.

There are undoubtedly many other appropriations, several of which are under the Depart
