Affiftants, and their Succeffors, or the greater Part of them, by themfelves or their Deputies as aforefaid (whereof the Mafter, or Master's Deputy for the Time being to be always one) or any other their Officer or Officers thereto to be appointed to levy, have, receive, and take out of every English Ship or other Veffel, that fhall come into or go forth of the faid River of Thames, or any the Creeks, or Harbours of the fame as aforefaid, for any Voyage, and have in her ferving for Mariner or Seaman, by what Name or Addition foever, any Alien or Stran ger, or Aliens or Strangers, not being born within our Dominions or Obeyfance, or not having a Patent of Denization, or other fufficient or lawful Warrant in Writing to fhew for the fame, for every first Offence for every one offending, Forty Shillings of like lawful Money of England, and for the second Time, and fo from Time to Time afterwards, when, and as often, and for every one that fhall fo Offend, to levy, take, and receive the Sum of Five Pounds of lawful English Money; and for the fame (if Caufe fhall fo require) by one or more of the faid Wardens, or by his or their Deputy or Deputies for the Time being, to deftrain the Goods

or Chattels of the Party or Parties fo offending, and the fame Diftrefs or Diftreffes fo taken, to carry away, keep, and detain with him or them, until they be fully paid and fatisfied, of and for the Sum and Sums of Money, which fhall be fo forfeited and due unto them from the Offenders as aforefaid, together with their reasonable Cofts and Charges expended, and to be expended, for taking and carrying away of the fame Diftreffes, and keeping thereof, if any such be.

What shall be AND for that it hath been found by Experience that divers Strangers Ships and Veffels, under the Colour of having English Mafters, have paffed for, and been reputed English Ships and Veffels, and fo have avoided the Payment of their Duties and Impofitions, in that Proportion, which by the Laws and Conftitutions of the faid Corporation, they ought to have Paid, to the great Abuse of the faid Corporation; for the preventing of the like Abuses in time to come, and that there may be no Mistake for the future, either in Impofition of Duties, or of Fines, or Penalties, it is hereby declared, That only fuch Ship or Veffel fhall be reputed and taken to be an English Ship, or Veffel, which hath an English Mafter, and Three Parts of Four of the whole Number of Officers and Mariners English, and every other Ship or Veffel fhall be reputed and taken for a Foreign or Stranger Ship or Veffel, and according to that Order and Eftimation, all and every Ship and Veffel fhall by the faid Corporation, from henceforth be rated, fined, and affeffed.
