It is a political treatise and substantiation of Mill's mature political thought. The book is full of innovative and distinctive ideas about minority representative, plural voting and secret ballot. Mill has elucidated his political theory and his believes were quite popular in the prevalent time. Moreover they are still adherent today. Enlightening and interesting!
