PREFACE.

The publication of this volume has been delayed by causes beyond the control of the Committee on Publication and of the Secretary. Bearing in mind the instructions of the Association as given at the annual meeting of 1888, all material was collected as speedily as possible, and was ready for the printer, when the entire stenographic report was destroyed by the fire which consumed the office of the Secretary on December 24, 1888. Diligent efforts were made to secure reproduction, but this could not be accomplished prior to June 1st of the present year. For many reasons, but especially on account of certain needed State legislation which the Association had recommended, and which it was desired might be laid before the General Assembly, this unavoidable delay is to be greatly regretted. We confidently believe that the members will find that the topics discussed and the plans formulated at the meeting of 1888 were of greater interest and of more vital importance to our Association and to the State than any we have ever before considered.

The published report is now submitted, with the hope that recognition will be given to honest efforts to serve the Association.
