buses to avoid, whenever possible, all hazardous

arcas, such as areas with heavy traffic, railroad crossing, and dangerous intersections;

"(vi) the requirement that no person shall be

permitted to stand in a moving schoolbus; and

"(vii) the requirement that after December 31, 1974, no elementary or secondary school or any person compensated by such school for transporting pupils of such school shall transport to and from school or school-sponsored activities more than sixteen such pupils in any vehicle manufactured after such date unless such vehicle is manufactured in accordance with performance standards for schoolbuses prescribed by the Secretary pursuant to his authority under section 103 (i) of the National Traffic and Motor Vehicle Safety Act of 1966 (15 U.S.C. 1392)."

(b) The amendment made by subsection (a) of this 19 section shall take effect two years after the date of enactment

20 of this Act.

SEC. 2. Section 103 of the National Traffic and Motor 22 Vehicle Safety Act of 1966 (15 U.S.C. 1392) is amended 23 by adding at the end of such section the following new sub24 section:

"(i) (1) The Secretary shall establish, within six

1 months after the date of enactment of this subsection, appro2 priate Federal motor vehicle safety standards for schoolbuses, 3 including, but not limited to, standards relating to the fol4 lowing aspects of performance:

"(A) seat design, including standards for padding, height, and mounting of seats to insure adequate pro

tection of occupants;

"(B) crashworthiness of body and frame, including standards for fastening devices and side padding to insure greater protection of occupants in the event of crash;

"(C) operating systems, including standards to insure safe braking, electrical, and exhaust systems;

"(D) flammability of materials, including standards providing for the use of fire-resistant materials in the composition of the schoolbus to insure safety of occupants in the event of fire;

“(E) floor strength, including standards for secure and strong floors to prevent exposure of sharp edges in the event of orash;

"(F) driver protection, including standards for seatbelt arrangements for busdriver;

"((i) emergency exits, including standards for out opening emergency exits.

"(2) Such standards shall become effective with respect

1 to schoolbuses manufactured more than eighteen months

2 after the date of enactment of this subsection.

"(3) The term 'schoolbus' shall be defined under regu

4 lations of the Secretary for purposes of this subsection.”
