deemed the manufacturer of tires which have been retreaded and the brand name owner of tires marketed under a brand name not owned by the manufacturer of the tire shall be deemed the manufacturer of tires marketed under such brand name. Hence, a retreader or brand name owner of tires is responsible for notification and repair at no cost under the provisions of Section 113. Subsection (a) also contains the first half of the existing § 113(e).
