the amount secured by donation and subscription
and the total for any school house in no case shall
exceed $200.00 and; provided further that no ap-
propriation shall be made for the building of a
school house unless said school house is built in
accordance with the plans and specifications ei-
ther furnished by or endorsed by the superintend-
ent of education of the State.
