The CHAIRMAN. That is one small branch of the 16, I think you referred to earlier, branches or agencies, within the Department.

Mr. KAMERICK. Yes, sir. It is one of the larger agencies, but just one of the 16.

The CHAIRMAN. One of the 16. So there, when we are talking about the Department of Agriculture in this matter, we are talking about that one particular agency.

Mr. KAMERICK. Yes, sir.

Senator MUNDT. Wouldn't it be more accurate to say that on chart 1 we are not concerned only with the one in green, but the one in green and all brackets leading up to the supervisory and administrative authorities?

Mr. KAMERICK. That is very true, Senator Mundt. We have taken care of that on chart No. 2, where they all have the green background.

The CHAIRMAN. You have the agencies and the stairsteps, so to speak, identified on chart 2 in green, just as you have on chart 1, the processes and procedures that we will be interested in, and the sources of authorities that we will be dealing with.

Mr. KAMERICK. Yes, sir, and they all come into play during the course of the hearings.

The head of the Agricultural Stabilization and Conservation Service is Mr. Horace Godfrey.

In that Service, although we are interested in a number of the suborganizations, at the highest echelon in the far left column, the Deputy Administrator for State and County Operations is the head of the operating units. There are four other Deputy Administrators serving various functions in the Department.

Immediately under the Deputy Administrator for State and County Operations comes a group of area directors. The country is split up into various operational segments.

Senator MUNDT. Can you identify the Deputy Administrator in green at the left who was operating at the time of our investigation? You have a South Dakota boy listed there now, who was not in any way involved in whatever we are investigating.

Mr. KAMERICK. Until 2 months ago that position was occupied by Mr. Emery Jacobs. It is now occupied in an acting capacity by a Mr. Fitzgerald.

Immediately under this office, one of the facets of the operation, are the various area directors. The country is split up into geographical sections and each section has a director. The area with which we are most particularly concerned is the southwest area, which covers Oklahoma, Texas, New Mexico, and other States. The head of that office, acting as head is Mr. Tom Miller.

Senator ERVIN. May I ask a question.

You stated that Mr. Jacobs was succeeded by Mr. Fitzgerald. Wasn't Mr. Jacobs succeeded by Mr. Cox?

Mr. KAMERICK. There was a Mr. Cox operating in an acting capacity in an interim period and now Mr. Fitzgerald is acting in an acting capacity.

Senator ERVIN. In other words, when Mr. Jacobs resigned, Mr. C. M. Cox succeeded him for a time as Acting Deputy Administrator, and then Mr. Fitzgerald succeeded Mr. Cox.

Mr. KAMERICK. That is correct, sir.
