Subject: Attached contract relating to transfer of pooled allotments.

Enclosed are two photocopies of a blank agreement that has been sent to us by one of our north Texas counties. It seems that this agreement is being used by persons in the western part of our State and New Mexico to effect the transfer of allotments that are currently in the State pool for displaced owners to farms supposedly acquired by those displaced owners in other areas.

It is requested that you refer a copy of this document to Mr. Joe Moss of the Cotton Division for his review and any comments which he wishes to make. This appears to be a fairly standard agreement judging from the manner in which it has been printed.
