Normally there would be the director, the deputy director and the staff assistant, plus two secretaries. Mr. O'DONNELL. Did you know about the Fort Stockton meeting held on January 25, 1961, in Texas? Mr. BIEBERLY. Not until recently, sir. Mr. O'DONNELL. Did you know of the Dallas meeting that was held on pooled cotton allotments in Texas on January 16, 1961? Mr. BIEBERLY. Yes, sir. Mr. O'DONNELL. Did you know what transpired there? Mr. BIEBERLY. Not completely; nor, sir. In other words, most of what transpired there I have learned since that time. Mr. O'DONNELL. But you did not know at that time. When did you learn about the meeting in detail? Mr. BIEBERLY. As a result of these investigations that were made this summer. Mr. O'DONNELL. How much did you actually know about pooled cotton allotment transfers involving this particular case from January 1961, until July of 1961? Mr. BIEBERLY. Most all information, questions that came in from the State, would have flowed through the area office. Mr. O'DONNELL. No, that is not my question. It was how much did you know about these situations? You did not know about the Stockton meeting, you did not know about the Dallas meeting, until recently. What did you know about this particular situation as to transfers of pooled cotton allotments and the Manwaring memorandum? Mr. BIEBERLY. Well, I have read the Manwaring memorandum. I also read the Bridgforth memorandum. I knew that the regulations were changed to provide for personal interviews by these displaced owners in the county office in which they purchased land.
