In accordance with the provisions of section 1547 of the Revised Statutes of the United States, the following Regulations are established, with the approval of the President, for the government of all persons attached to the Naval Serv ice. These Regulations are subject to amendment by Regulation Circulars, to be issued semiannually unless necessity requires a more frequent issue. All proposed changes in or amendments to the Navy Regulations, accompanied by a full statement of the reasons therefor and the effect that would be produced thereby, will be submitted to the Department. All General Orders, Special Orders, Circulars, Regulation Circulars, and Special Circulars, issued prior to January 1, 1900, are hereby annulled. All General Court-Martial Orders, Departmental Orders, and Navy-Yard Orders are continued in force. |
