SECTION 2.-THE COMMANDANT OF THE CORPS.

965. The Commandant shall be stationed at headquarters of the Marine Corps, Washington, D. C.

967. He shall have immediate command of the officers composing the staff of the Corps, who shall perform their duties under his direction.

968. (1) He shall, under the direction of the Secretary of the Navy, issue such orders for the movement of officers and troops, and such general orders and instructions for their guidance as may, from time to time, be necessary.

(2) All orders issued to officers of the Marine Corps to perform any duty at a naval station, whether permanent, temporary, or special, shall require them to report to the commandant of the station.

969. He shall exercise general supervision and control over the recruiting service of the Corps, and over the necessary expenses thereof, including the establishment of recruiting offices, and shall, from time to time, according to the necessities of the service, detail officers and men therefor.

Supervision of 970. (1) He shall exercise a general supervision over all expendiestimates and ex- tures and supplies needed for the maintenance or connected with the management of the Corps. It shall be his duty to see that all estimates of appropriations, required for the support and employment of the corps, are based upon proper considerations and made for legal objects.

(2) He shall, whenever it is necessary to procure supplies of any sort from the Army, request the issue of the same, and upon approval by him of the properly prepared vouchers, ask a transfer in the Treasury Department of the amount necessary to pay for the articles, from the Marine Corps appropriation to the proper one of the Army, notifying the quartermaster of the same.

(3) The approval by him of bills of expenses when such approval will, by existing instructions of the Treasury or Navy Department, authorize the payment of money, is to have the force of an order for such payment, and is always to be accompanied by the date of the approval, and the sum for which the bill is approved, written in words at length.

971. (1) He shall make such distribution of officers and men, for officers and men. duty at the several shore stations, as shall appear to him to be most advantageous for the interests of the service, and shall from time to time, when required by the Department, furnish detachments for vessels of the Navy, according to the authorized scale of allowance. He shall also, upon proper application, cause vacancies in such detachments to be filled, and shall direct the necessary transfers of officers and men for that purpose.

(2) He shall station the Marine Band at headquarters, and it shall be under his immediate control and direction.

972. He shall, when practicable, order deserters or stragglers apprehended or surrendering themselves at stations within the limits of the United States, to be returned to the vessels or stations to

which they belong, and cause the expenses attending their return to be charged against their accounts.

973. He shall, under orders from the Secretary of the Navy, Inspections. make visits of inspection to the various stations of the Corps at such times as he may deem proper in the interests of the service.

976. In the absence of the Commandant on duty or leave, or by reason of sickness, disability, retirement, or death, the business of in Commandant's his office shall be conducted by the adjutant and inspector, who shall sign, with his actual rank and as acting commandant, all official papers, including the approval of vouchers for the payment of public money.

SECTION 3.-THE STAFF.

977. (1) The adjutant and inspector shall be stationed at headquarters.

(2) He shall keep a roster of all officers and enlisted men of the Corps, and make a monthly return of the same to the Commandant.

(3) When ordered by the Commandant, he shall inspect the different posts of the Corps and money accounts of the disbursing officers, and report in writing the result of his inspection.

(4) His office is the repository of the records of the Marine Corps which relate to its personnel, and to the military history of every records. commissioned officer and enlisted man. It also contains the records of all appointments, promotions, resignations, deaths, and other casualties, and furnishes necessary information on these points for the annual Navy Register, and other purposes.

(5) He shall furnish blank forms of muster rolls and other returns made to his office upon requisition on him forwarded through the proper channels, and shall supply, on application, rules for keeping the principal record books, returns, etc.

978. The assistant adjutant and inspector shall be stationed in the office of the adjutant and inspector at headquarters. He shall tant and inspecassist the adjutant and inspector in the performance of his duties, and in his absence shall take charge of the office.

Supplies and

(2) It shall be his duty, under the direction of the Commandant, to purchase and distribute to the Marine Corps all military stores, transportation. clothing, rations, and supplies requisite for its use other than those mentioned in article 970, paragraph 2; to furnish means of transportation for the Marine Corps, its military stores and supplies; to erect and repair public buildings authorized by law, and to pay all incidental expenses of the Marine Corps.

(3) When bills in hand are prepared for payment they shall be forwarded by him to the Bureau of Supplies and Accounts, where the necessary steps will be taken to have the amount requisite for the payment of the bills received placed to the credit of the quartermaster in the proper depository.

(4) For the amount necessary to make payments on account of commutation of rations, quarters, and fuel, and for the pay of mechanics and extra-duty pay of enlisted men detailed as such, etc., he shall make monthly requisition for an estimated sum sufficient to meet such payments. These requisitions must specify in detail the several purposes for which the money is required and the amount for each. All bills of whatever kind shall, however, be forwarded to the Bureau of Supplies and Accounts to be remitted for. The` bills shall be prepared in triplicate, one copy to be retained for use in that Bureau. He shall deposit to the credit of the United States monthly the amount received during the current month on account of fuel furnished to officers,

(5) He shall make a quarterly statement to the Paymaster General of the Navy, of payments made by him out of advances to pay for labor and other expenses, not embraced in the vouchers for payment of which special remittance is made. The disbursements by the quartermaster will be classified and arranged by the Bureau of Supplies and Accounts. These statements should agree in amount with the payments reported to have been made out of these advances in the monthly money statements for the quarter, and should contain lists, by appropriations, stating to whom paid, the amount, and the post or special object to which the expenditures should be charged.

(6) He shall transmit to the Auditor for the Navy Department quarterly, an account current embracing all receipts and expenditures of funds for the above purposes, accompanied by all vouchers necessary to substantiate the accounts.

(7) It is his duty to invite proposals annually for supplies for the Marine Corps, and to prepare and make contracts for the same, in accordance with law, under the direction of the Secretary of the Navy.

(8) The quarters, barracks, and other public buildings provided other buildings. for the use of officers and enlisted men of the Marine Corps, are under the direction of the quartermaster of the Corps, and he shall make an inspection of such buildings, and of all other public property, whenever ordered by the Commandant of the Corps, reporting to the latter, in writing, the condition of said buildings and property, with recommendations as to changes and needed repairs, and an estimated cost thereof.

980. The assistant quartermaster at Philadelphia shall, under termaster at the direction of the quartermaster, receive and issue all camp and garrison equipage, and shall be charged with the manufacture and issue of clothing for the enlisted men of the Marine Corps. Requisitions for the above-mentioned articles shall be made upon the assistant quartermaster at Philadelphia, and forwarded through the regular channels.

Washington.

981. The assistant quartermaster on duty at headquarters shall, termaster at under the direction of the quartermaster, be charged with the care and issue of all arms, accouterments, military stores and equipments, stationery, books, blanks, furniture, and other property (except buildings) at headquarters, and will procure such articles of public property as may be required at that station. Requisitions for the above-mentioned articles shall be made upon him and forwarded through the regular channels. His bills shall be prepared in quadruplicate.

982. The other assistant quartermasters shall be stationed where quartermasters. the needs of the service may require.

983. (1) The paymaster shall be stationed at headquarters. (2) He shall, under the direction of the Commandant, receive and ter. expend the funds for the pay of the Marine Corps.

(3) He shall pay the officers and civil employees monthly, or, any so desire, semimonthly. (See art. 1600.)

(4) Payments to the enlisted men will be made as follows: (a) At the headquarters of the Marine Corps, and at the marine barracks and navy yard, Washington, in person, each month.

(b) At other marine barracks, by check covering the entire monthly payment at each post; or, by inclosing in a separate sealed envelope the exact amount in currency for each man, with his name and the amount marked thereon.

(5) Checks or currency, as the commanding officer of marines at the post may prefer, shall be sent him for the payment of enlisted men, and the payments shall be made under his direction. If checks are used, they shall be sent by registered mail; if currency, by express.

(6) He shall transmit, quarterly, to the Auditor for the Navy De- Money account partment an account current, embracing the funds with which he to Auditor. is charged, accompanied with all vouchers necessary to substantiate the account.

984. (1) The assistant paymaster shall, unless otherwise ordered, The be stationed in the office of the paymaster, at headquarters. He paymaster. shall assist the paymaster in the performance of his duties, and in his absence shall take charge of the office.

(2) He is authorized to disburse any money due as "pay" to the officers, enlisted men, and clerks, in the Marine Corps, when so ordered, upon rolls and vouchers, made out in his name or by transfer of amounts "due and unpaid" by the paymaster of the Corps. (3) Payments to men on discharge must be made by usual transfer of amount due.

(4) The assistant paymaster in making payments to enlisted men will do so upon a separate roll furnished by commanding officers, who will also furnish a separate quarterly roll to include all payments made by him during the quarter.

SECTION 4.-RECRUITING, TRANSFERS, DISCHARGES, AND DESER

TIONS.

985. (1) The regulations for the recruiting service of the Army Recruiting shall be applied to the recruiting service of the Marine Corps as far service. as practicable.

(2) Every person before being enlisted must pass the physical examination; and no person shall be enlisted unless pronounced fit by the commanding and medical officers, except by special authorization, in each case, from the Commandant of the Corps and the Surgeon General of the Navy.

(3) In the case of a person having physical disabilities, who has been enlisted by authorization as above, the physical condition of the enlisted man must be fully described in his enlistment record, in order that no improper claims for pension may be allowed.

986. The commanding officer of marines shall be the recruiting Recruiting of officer of his command, and his name shall appear as such on the ficer. enlistment papers and in the descriptive list, which list must be signed by him, and on which must be stated, under the head of remarks, the date and place of enlistment of the recruit.

987. (1) No person shall be enlisted or reenlisted in the corps and reenlist- except as a private, drummer, fifer, or apprentice.

(2) On foreign stations marines may be reenlisted, but not received for first enlistment.

(3) Upon the reenlistment of a person who, at the time of his discharge, held a warrant as a noncommissioned officer, his warrant shall be forwarded to the Commandant of the Corps for his action.

988. (1) When a marine is transferred from one station to another, the officer transferring him shall at the same time forward his staff returns to the officer to whom he is transferred; also a transfer descriptive list signed by himself and the senior medical officer, which shall, under the head of remarks, contain the dates of promotions and reductions, with the reasons for the latter, and such other information as may be known to him concerning the man's military history; also, on the blanks furnished for the purpose, a complete list of offenses committed and punishments awarded at the station or on board the ship from which he is transferred, so that a continuous record of the soldier's conduct during current enlistment may at all times be in the possession of his commanding officer.

(2) The marks given in conduct on transfer, on the descriptive list, should correspond with the record of the man as shown by the punishments awarded.

(3) The transfer of marines from a ship to a hospital, and their discharge therefrom, shall be governed by the same rules as are provided in article 871 for enlisted men of the Navy, substituting, where necessary, "Commandant of the Corps" for "Bureau of Navigation,” and “marine barracks” for “receiving ship.'

989. (1) Marines serving within the United States shall be discharged by order of the Commandant on expiration of their term of enlistment, or in pursuance of the sentence of a general or summary court-martial, or by reason of unfitness for service from causes properly ascertained. Special discharges shall not be issued by the Commandant except in cases of urgent necessity, and when such discharges will not, in his opinion, be prejudicial to the interests of the service.

(2) In all cases where marines serving at shore stations are to be discharged from the service, their staff returns, with information as to cause of discharge, will be forwarded to the Commandant, who will issue and forward the necessary discharge.

(3) When marines serving on board ship are to be discharged from the service, they will, whenever practicable, be transferred, upon orders from the Commandant, to the nearest marine barracks, together with their staff returns, which will then be forwarded to the Commandant by the commanding officer of the barracks. Where this method is not practicable, they will be similarly transferred upon orders from the captain of the ship.

(4) When, in pursuance of a sentence of a court-martial, a marine serving on board ship in the United States is to be discharged from the service, his staff returns, with information as to the cause of discharge, shall be at once forwarded to the Commandant, who will issue and forward such discharge, upon receipt of orders from the Department, and the man shall then be discharged from the ship in which he may be serving at the time.

(5) When, in the pursuance of a sentence of a general courtmartial, a marine, serving on board ship without the United States,
