(4) The property return from ships in squadron shall be forwarded through the surgeon of the fleet, who will ascertain whether or not expenditures were made with due regard to efficiency and economy, and will report to the Bureau any instances of wastefulness or unauthorized expenditure. A yearly return of books shall be made on the first of January from every hospital or station supplied with a library, of books. giving the authors' names (alphabetically), the titles, and the number of volumes. On the first day of each subsequent quarter of the year this return shall be compared with the books on hand, and a supplementary report made of the additions and losses, if any, which have occurred during the quarter. He will be required to supply any deciencies in the microscope or attachments (other than those supplied for expenditure), which may be noted on its return. 1168. CHAPTER XXV. PAY AND ALLOWANCES. SECTION 1.-PAY AND BOUNTIES, NAVY. 1169. No officer in any branch of the public service, nor any other person whose salary, pay, or emoluments are fixed by law emoluments foror regulations, shall receive any additional pay, extra allowance, or compensation in any form whatever for the disbursement of public money, or for any other service or duty whatever, unless the same is authorized by law, and the appropriation therefor explicitly states that it is for such additional pay, extra allowance, or compensation. (Sec. 1765, R. S.) Persons acting abroad, 1172. Any person performing the duties of paymaster or assistant paymaster in a ship at sea by appointment of the senior officer present as paymasters in case of vacancy of such office, as provided in article 760, shall be entitled to receive the pay of such grade while so acting. (Sec. 1564, R. S.) 1173. The Secretary of the Navy shall deduct from the pay due Hospital fund. each officer, seaman, and marine in the Navy at the rate of twenty cents per month for each person, to be applied to the fund for naval hospitals. (Sec. 4808, R. S.) 1174. (1) Officers are entitled to sea pay while attached to and serving on board of any ship in commission under the control of the Navy Department, the Coast Survey, or the Fish Commission, or while embarked as a passenger in any such vessel by order of competent authority. (2) Officers attached to a ship in commission receive sea pay when temporarily absent. (3) Credit for sea service does not necessarily depend upon the right to draw sea pay. Sea pay. Sea service. A temporary leave of absence does not detach an officer from duty nor affect his rate of pay. 1178. (1) Officers whose pay is based on that of the Army, when on duty or waiting orders shall be allowed, in the discretion of the Secretary of the Navy, thirty days' leave of absence without change of pay or allowance in any one year, or sixty days, provided that the same be taken once in two years, or three months if taken once only in three years, or four months if taken once only in four years. If the absence does not cover the entire period allowed, the balance thereof will be placed to the officer's credit as belonging to the last year or years of the four considered, and may be made available for future leave. (2) Officers on the active list, when granted leave other than that provided for in article 1177, receive leave pay; those whose pay is based on that of the Army receive leave pay for all leave in excess of that provided in paragraph 1 of this article. Officers whose pay is based on that of the Army suffer no change of pay on account of absence due to sickness or wounds, or when lawfully absent from duty. 1180. Officers whose pay is based on that of the Army, who are absent without leave, forfeit all pay during such absence, unless the absence is excused as unavoidable. 1181. Naval officers detailed for shore duty beyond the seas receive the same pay and allowances as are or may be provided by or in pursuance of law for officers of corresponding rank in the Army, detailed for duty in similar places. 1182. Preparatory orders do not change the rate of pay of an officer receiving them. 1183. Officers on furlough shall receive only one-half of the pay to which they would have been entitled if on leave of absence. (Sec. 1557, R. S.) 1184. (1) There shall be no promotion or increase of pay in the retired list of the Navy, but the rank and pay of officers on the retired list shall remain the same as they are when such officers are retired. (Act of August 5, 1882.) (2) An officer shall receive only the retired pay of his grade after the date of his retirement, even though he may have been kept on active duty after that date. If employed on active duty in time of war, he shall receive the full pay and allowances of his grade. Retired pay. 1185. An officer of the Navy wholly retired is entitled to one An officer year's pay of his grade, at the rate which he would receive if waiting wholly retired. orders, and his name shall be omitted from the Navy Register. 1186. (1) The pay of an officer of the Navy upon his original entry into the service, except when he is required to give an official bond, shall begin upon the date of his taking the oath of office, if his acceptance of the appointment bears the same or a prior date; or upon the date of acceptance, if the latter bears a later date. Where he is required to give a bond, his pay shall begin upon the date of the approval of his bond by the Secretary of the Navy, provided he has already accepted his appointment and taken the oath of office. (2) An officer not bonded, on first claiming pay after his entry into the service, shall furnish the pay officer with a copy of his appointment and oath of allegiance, or of the letter accompanying his commission or warrant, certified by himself to be correct; and in his certificate he shall state the date of his acceptance of the appointment and of his taking the oath required. A bonded officer shall furnish a certified copy of the letter approving his bond, in addition to the above. Pay on origi al entry into the service. Dates for lon 1187.
