1157. Issues of medicine or medical stores to persons other than those in the Navy shall be noted in a prescription book kept for the book. purpose.

1158. (1) The quarterly abstract of patients (Form F) shall Abstract of accord with and accompany the report of sick (art. 1159), and shall tients. contain the name, rate, disease, origin, and disposition of every case admitted on the journal. The names shall be arranged in order of admission, as many sheets only being used as will contain all the entries. Under the head "origin" shall be written "duty" or "not duty," as expressive of the opinion of the medical officer in regard to the connection of the disease or injury with the line of duty; and under the head of "remarks" a statement of the facts upon which this opinion is based. When transmitting this abstract to the Bureau, it should be sent in a pasteboard tube, or rolled over a firm center to avoid folding and breaking.

(2) The yearly abstract of patients (Form F2) shall include all the names of patients entered on the quarterly abstracts for the year, arranged alphabetically.

1159. Medical officers will be careful to avoid inaccuracies or Statistical redeficiencies in the statistical report of sick (Form K) upon which is port of sick. based the annual statistical report of the Surgeon General. To this end it is directed that a list of patients be kept, in which shall be inscribed the name of every person as soon as he is entered upon the journal. From this list Forms K and F are to be prepared; and if it be accurate, the result will be an exact accordance of these two returns with the journal.

1160. (1) The senior medical officer of each station, hospital, and ship will be held responsible and accountable for all public property for property exunder his control belonging to the medical department of the Navy. pended. (2) Medical officers will forward to the Bureau of Medicine and Surgery, with the return of property (Form D), a concise account of the authority and reasons for expenditure and disposition of all property expended, other than medicines, hospital stores, surgical appliances, and stationery.

(3) They will not be released from responsibility for the value of any surgical instruments or furniture, unless the expenditure shall have been authorized by the Bureau or a board of survey.

(4) The property return from ships in squadron shall be forwarded through the surgeon of the fleet, who will ascertain whether or not expenditures were made with due regard to efficiency and economy, and will report to the Bureau any instances of wastefulness or unauthorized expenditure.

1161. A yearly return of books shall be made on the first of January from every hospital or station supplied with a library, of books. giving the authors' names (alphabetically), the titles, and the number of volumes. On the first day of each subsequent quarter of the year this return shall be compared with the books on hand, and a supplementary report made of the additions and losses, if any, which have occurred during the quarter.

1164. The senior medical officer of each hospital and shore station shall keep, or cause to be kept, a bill book, in which shall be entered a copy of the items of every voucher forwarded to the Bureau for approval, noting the number of the form on which the voucher was made, the date, and in whose favor. This bill book shall be retained as one of the permanent records.

Any medical officer desirous of making investigations may apply to the Bureau of Medicine and Surgery for a microscope and attachments, which, when furnished, will be under his personal charge, and he shall be personally and pecuniarily responsible for its care and preservation. He will be required to supply any deciencies in the microscope or attachments (other than those supplied for expenditure), which may be noted on its return.

1168. All necessary hospital and ambulance service at naval duty of Hospital hospitals, naval stations, navy yards, and marine barracks, and in Corps. vessels of the Navy, Coast Survey, and Fish Commission, shall be performed by the members of the Hospital Corps.

CHAPTER XXV.

PAY AND ALLOWANCES.

SECTION 1.-PAY AND BOUNTIES, NAVY.

1170. When a volunteer naval service is authorized by law, the officers therein shall be entitled to receive the same pay as officers teer officers. of the same grades, respectively, in the Regular Navy. (Sec. 1559, R. S.)

1171. No officer in any branch of the public service, nor any other person whose salary, pay, or emoluments are fixed by law emoluments foror regulations, shall receive any additional pay, extra allowance, or compensation in any form whatever for the disbursement of public money, or for any other service or duty whatever, unless the same is authorized by law, and the appropriation therefor explicitly states that it is for such additional pay, extra allowance, or compensation. 1172. Any person performing the duties of paymaster or assistant paymaster in a ship at sea by appointment of the senior officer present as paymasters in case of vacancy of such office, as provided in article 760, shall be entitled to receive the pay of such grade while so acting. (Sec. 1564, R. S.)

1173. The Secretary of the Navy shall deduct from the pay due Hospital fund. each officer, seaman, and marine in the Navy at the rate of twenty cents per month for each person, to be applied to the fund for naval hospitals. (Sec. 4808, R. S.)

1174. (1) Officers are entitled to sea pay while attached to and serving on board of any ship in commission under the control of the Navy Department, the Coast Survey, or the Fish Commission, or while embarked as a passenger in any such vessel by order of competent authority.

(2) Officers attached to a ship in commission receive sea pay when temporarily absent.

(3) Credit for sea service does not necessarily depend upon the right to draw sea pay.

1175. An officer's sea pay begins from the date of reporting on board the ship designated in his orders, provided the ship be actually begins. in commission. If the ship should not be in commission, he does not receive sea pay until she is commissioned.

1176. (1) Officers of the Navy when performing, under orders, any duty which does not entitle them to sea pay (art. 1174) receive shore pay.

(2) Officers proceeding to a station or returning from one, under orders, receive shore pay while traveling from or to their domicile or station, provided there shall be no unnecessary delay on their part, and except as provided in article 1174, paragraph 1.

(3) Officers not on sea pay when ordered for attendance before or on a court or board, receive shore pay from the time of leaving their domiciles until their return thereto by order of proper authority, though they may have been in the interval temporarily relieved from attendance by the president of the court or board.

(5) Officers whose pay is based on that of the Army, receive shore pay when waiting orders; other officers, "waiting orders pay."

1177. A temporary leave of absence does not detach an officer from duty nor affect his rate of pay.

1178. (1) Officers whose pay is based on that of the Army, when on duty or waiting orders shall be allowed, in the discretion of the Secretary of the Navy, thirty days' leave of absence without change of pay or allowance in any one year, or sixty days, provided that the same be taken once in two years, or three months if taken once only in three years, or four months if taken once only in four years. If the absence does not cover the entire period allowed, the balance thereof will be placed to the officer's credit as belonging to the last year or years of the four considered, and may be made available for future leave.

(2) Officers on the active list, when granted leave other than that provided for in article 1177, receive leave pay; those whose pay is based on that of the Army receive leave pay for all leave in excess of that provided in paragraph 1 of this article.

(3) An officer suspended from duty by sentence of court-martial from duty by shall receive the pay to which he would be entitled if waiting court-martial. orders, unless otherwise provided in the sentence.

(4) Pay officers receive shore pay while settling their accounts; not, however, for a longer period than hereinafter specified. Beyond that period they receive the pay to which they would be entitled if waiting orders.

1179. Officers whose pay is based on that of the Army suffer no change of pay on account of absence due to sickness or wounds, or when lawfully absent from duty.

1180. Officers whose pay is based on that of the Army, who are absent without leave, forfeit all pay during such absence, unless the absence is excused as unavoidable.

1181. Naval officers detailed for shore duty beyond the seas receive the same pay and allowances as are or may be provided by or in pursuance of law for officers of corresponding rank in the Army, detailed for duty in similar places.

1182. Preparatory orders do not change the rate of pay of an officer receiving them.

1183. Officers on furlough shall receive only one-half of the pay to which they would have been entitled if on leave of absence. (Sec. 1557, R. S.)

1184. (1) There shall be no promotion or increase of pay in the retired list of the Navy, but the rank and pay of officers on the retired list shall remain the same as they are when such officers are retired. (Act of August 5, 1882.)

(2) An officer shall receive only the retired pay of his grade after the date of his retirement, even though he may have been kept on active duty after that date. If employed on active duty in time of war, he shall receive the full pay and allowances of his grade.

1185. An officer of the Navy wholly retired is entitled to one An officer year's pay of his grade, at the rate which he would receive if waiting wholly retired. orders, and his name shall be omitted from the Navy Register.

1186. (1) The pay of an officer of the Navy upon his original entry into the service, except when he is required to give an official bond, shall begin upon the date of his taking the oath of office, if his acceptance of the appointment bears the same or a prior date; or upon the date of acceptance, if the latter bears a later date. Where he is required to give a bond, his pay shall begin upon the date of the approval of his bond by the Secretary of the Navy, provided he has already accepted his appointment and taken the oath of office.

(2) An officer not bonded, on first claiming pay after his entry into the service, shall furnish the pay officer with a copy of his appointment and oath of allegiance, or of the letter accompanying his commission or warrant, certified by himself to be correct; and in his certificate he shall state the date of his acceptance of the appointment and of his taking the oath required. A bonded officer shall furnish a certified copy of the letter approving his bond, in addition to the above.

1187. An officer entitled to increased pay for length of service or promotion shall be credited with such increase upon the books of gevity pay. the pay officer having his accounts as soon as it becomes due. The pay officer shall file as vouchers with his rolls for the quarter in which the increase begins the originals, or certified copies, of all papers which establish the correctness of the credit, and shall note on the roll any other data by which he is governed. In any case where the claim for such credit is not perfectly established, the pay officer should apply to the Secretary of the Navy for instructions, forwarding with such application all the papers bearing upon the

case.
