FLERIDA RUTH P. ROMERO

Atty. Flerida Ruth P. Romero, SecretaryGeneral of the Constitutional Commission of 1986, is Professor of Law at the University of the Philippines. She holds the Roberto Sabido Professorial Chair in Law and Development, also in U.P., and was Director of the U.P. Law Center which she headed from 1979 to 1985.

She obtained her A.B. and LL.B. degrees from the University of the Philippines and her LL.M. from the Law School of Indiana University. Her professional experience includes legal education, teaching, labor-management relations, and organizing seminars and conferences.

In the international sphere, she has participated in and presented papers on such issues as status of women, family law, human rights, legal education, labor relations and civil law. Her expertise on these subjects has been further enhanced by the observation grants and fellowships awarded her by international groups as well as speaking engagements before local and foreign gatherings of professionals, civic leaders, churchwomen, researchers and human rights associations. She was one-time consultant to the Faculty of Law of the University of Papua New Guinea.

Secretary-General Romero is also an editorwriter. She was Editor-in-Chief of the Asean Law Association Newsletter, Editor of Philippine Law Report (a monthly publication of the U.P. Law Center), and Member of the Board of Editors of the Journal of the Integrated Bar of the Philippines. She has edited at least 18 books. Among the monographs she has written are "Women's Status in Philippine Society" and "Philippine Family Law."

As a writer, she has published several articles touching on the different aspects of law affecting hospital employees, judges and lawyers, parents, children, working women and the family. At present, she runs a column, "Legally Speaking," in the daily newspaper Manila Journal.

She is at present active in the many programs and activities of organizations where she holds key positions. Some of these are the

Honor Societies of Phi Kappa Phi and Pi Gamma Mu and the United Board for Christian Higher Education in Asia (New York City), of which she is a member of the Board of Trustees. She was one-time President of the Philippine Association of Law Professors (PALP), the Multi-Sectoral Council for Prevention of Crime and the Treatment of Offenders (MULTICON), National YWCA of the Philippines, Quezon City YWCA and Zonta Club of Quezon City. She was for several years National Coordinator of the Citizen's Legal Aid Society of the Philippines (CLASP).

She was the first awardee of The Outstanding Women in the Nation's Service (TOWNS) in the field of law in 1974. Added to this is a string of other honors, awards and testimonials to her active participation in civil service, civic activities, legal education, popularizing the law, and others.

Secretary-General Flerida Ruth P. Romero is married to Atty. Orlando D. Romero and they have two sons, namely: Alvin Jules and Charlton Jules.

ROBERTO M. SAN ANDRES

His dual role of Administrator of the Batasan Task Force and as the elected Sergeant-at-Arms of the Constitutional Commission of 1986 has given Mr. Roberto M. San Andres an added experience in legislative and security administration.

A media man involved in the many facets of broadcasting, communication, public information and advertising, Mr. San Andres holds three government licenses as First Class Commercial Radio Telephone Operator, First Class Commercial Radio Telegraph Operator and Class "A" Amateur Radio Operator.

His work experience began in 1955 when he was radio producer-announcer of DZRB in Naga City. Having had vast experience as radio and television producer, announcer, film editor, special-events head, radio-TV newscaster, he was elected the first President of the Radio and Television Workers' Union of the Philippines, an organization affiliated with the Federation of Free Workers. In 1961, he was appointed Undersecretary for Radio TV-Movies of the Malacañang Press Office.

The years 1962 to 1966 proved to be busy and fruitful for him as a media man. During this time, he was appointed as Director of the Radio Control Office, (now the National Telecommunications Commission), the licensing and regulatory arm of the government for radio broadcasting, television and radio communications. He was the Philippine representative and delegate to the conferences of the International Telecommunications Union in Geneva and Paris, and the Asian Broadcasting conference in Seoul and Sydney.

He worked as campaign manager of the Electoral Campaign of the late Senator Benigno S. Aquino, Jr. in 1969, where he handled the conceptualization, strategy and implementation of the media campaign nationwide.

He was, among others, General Manager of Radio Philippines Network (1968-1969), Director for Telecommunications of the Media Advisory Council, Office of the President (1972-1973), and President-General Manager of Creative Talent Center, the Sales and Production Company of Admakers-Dentsu Philippines, Inc.

As a freelance project manager from 1976 to 1977, Mr. San Andres organized the First National Convention of Actors and Actresses; conceptualized and built "Pistang Pilipino', and had a hand in movie productions, one of which was "Hostage: Hanapin si Batuigas."

He also served as Consultant to the Bureau of Broadcasts of the Ministry of Public Information (1978-1980) and the Ministry of Public Information, and SecretaryGeneral of the Overseas Placement Association of the Philippines. He later organized and became the First Secretary-General of the Council of Overseas Contracting and Employment Industries of the Philippines, an umbrella organization of all associations under the Overseas Employment Program of the government.

He is at present President and General Manager of Self-Reliance Development Enterprises, a firm engaged in the manufacture and sales of electronics communication equipment.
