The hearing will come to order, please. We are considering the question of meat control and have before us S. 2024. (S. 2024 follows:) [S. 2024, 80th Cong., 2d sess.] A BILL To provide for the allocation of meat Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, TITLE I SECTION 1. This Act may be cited as the "Meat Allocation Act of 1948." SEC. 2. Notwithstanding any other provision of law, title III of the Second War Powers Act, 1942, is hereby revived and reenacted for the exercise, but only in accordance with the provisions of this Act, of the powers, authority, and discretion conferred on the President by such title III with respect to the allocation of fresh and processed meat and meat products, including the rationing thereof at the consumer level. SEC. 3. (a) The President is authorized to do all things necessary to formulate a program under this Act, including, but not limited to, the preparation, printing and binding, and distribution of necessary papers, forms, records, and other documents and, subject to the provisions of section 4 hereof, the planning of an organization to administer such program. (b) No such program shall be put into effect by the President unless and until (1) such program shall have been submitted to the Congress together with a report, in the form prescribed in section 6 (a) of the joint resolution approved December 30, 1947 (Public Law 395, Eightieth Congress), of his investigation with respect to the necessity and practicability of putting such program into effect; and (2) thirty calendar days of continuous session of the Congress shall have elapsed after such program shall have been submitted to it and the two Houses of Congress shall not have passed a concurrent resolution stating that the Congress does not favor such program. (c) For the purposes of subsection (b) — (1) continuity of session shall be considered as broken only by an adjournment of the Congress sine die; but 1 |
