SEC. 2. (a) The United States Housing Act of 1937 is 7 1 amended by striking out "Administrator" each place it ap 2 pears and inserting in lieu thereof "Secretary". 3 4 5 (b) Section 3 of such Act is amended to read as follows: "UNITED STATES HOUSING AUTHORITY "SEC. 3. There is hereby created in the Department of 6 Housing and Urban Development a body corporate of per 7 petual duration to be known as the United States Housing 8 Authority, which shall be an agency and instrumentality of 9 the United States. The functions, powers, and duties of the 10 Authority are vested in and shall be exercised by the Secre11 tary of Housing and Urban Development (hereinafter re12 ferred to as the 'Secretary'). No officer or employee of 13 the Department of Housing and Urban Development, in the 14 performance of any such functions, powers, or duties, shall 15 participate in any matter affecting his personal interest or 16 the interest of any corporation, partnership, or association in 17 which he is directly or indirectly interested." 18 (c) Section 4 of such Act is amended by striking out 19 subsections (a) and (b) and redesignating subsections (c) 20 and (d) as subsections (a) and (b). 21 (d) Section 5(b) of such Act is amended by striking 22 out "shall sue" and inserting in lieu thereof "may sue". 22 23 (e) Section 5 of such Act is further amended by strik 8 1 ing out subsection (c) and redesignating subsections (d) 2 and (e) as subsections (c) and (d), respectively. 3 4 5 7 8 9 10 (f) Section 7 (b) of such Act is amended— (1) by striking out "Housing and Home Finance Administrator" and inserting in lieu thereof "Secretary"; and (2) by striking out "Housing and Home Finance Agency" and inserting in lieu thereof "Department of Housing and Urban Development". (g) Section 13 (b) of such Act is amended by striking 11 out "4 (d)" and inserting in lieu thereof "4 (b)". 12 (h) Section 16(1) of such Act is amended by striking 13 out, "suits shall" in the proviso and inserting in lien thereof 14 "suits may". 15 (i) Section 16 of such Act is further amended by strik16 ing out paragraphs (3) and (4) and redesignating para 17 graph (5) as paragraph (3). 18 (j) Section 22 (b) of such Act is amended by striking 19 out "first" in the proviso. 20 SEC. 3. Section 20 of the District of Columbia Rede 21 velopment Act of 1945 is amended (1) by striking out "Housing and Home Finance Administrator (hereafter in this section referred to as the Administrator)" in subsection (a) and inserting in lieu thereof "Secretary of Housing and Urban Devel 1 2 3 4 5 9 opment (hereinafter in this section referred to as the Secretary)"; and (2) by striking out "Administrator" each place it appears and inserting in lieu thereof "Secretary". SEC. 4. Section 101 of the Government Corporation 6 Control Act is amended by striking out "Federal Public 7 Housing Authority (or Public Housing Administration)" 8 and inserting in lieu thereof "United States Housing 9 Authority". 10 SEC. 5. (a) Section 301 of the Housing Act of 1948 11 is amended (1) by striking out "Housing and Home Finance Administrator" and inserting in lieu thereof "Secretary of Housing and Urban Development"; (2) by striking out "Administrator" each place it appears in subsections (a) and (b) and inserting in lieu thereof "Secretary"; and (3) by striking out the last two sentences of subsection (a). (b) Section 302 of such Act is amended by striking out "Administrator" each place it appears and inserting in lieu 22 thereof "Secretary". 24 (c) Section 304 of such Act is repealed.
