To the Members of the Committee on Banking and Currency: Over the years and with increasing frequency Members of Congress and the public have inquired as to the availability in one source of all of the basic laws concerning Federal housing and related urban development programs. These requests substantially increased in frequency after the creation of the Department of Housing and Urban Development. The purpose of this Committee Print is to meet this need. This Committee Print contains the basic laws and authorities for the housing and urban development programs and activities of the Department of Housing and Urban Development as in effect at the end of 1966. It also contains the Department of Housing and Urban Development Act which established the Department. The Department Act transferred to the new Department all of the functions, powers, and duties of the Housing and Home Finance Agency and its constituent agencies, the Federal Housing Administration, the Federal National Mortgage Association, the Public Housing Administration, and the heads and officers of those agencies. The laws authorizing the programs of these agencies were not specifically amended by the Department Act to reflect this transfer. Therefore, as they are set forth in this Committee Print the change in administration is not shown in those laws. The law authorizing the rural housing programs of the Farmers Home Administration is included since the Banking and Currency Committee is responsible for that law, and the programs are closely related to those of the Department of Housing and Urban Development. For convenience, cross references are made in the Committee Print to laws of other agencies that are also closely related to activities of the Department, such as the rural renewal provisions of the BankheadJones Farm Tenant Act. These laws are not set forth but the cross references are accompanied by the United States Code citations to the laws. Laws under which the Department carries out activities for other Federal agencies, such as the School Construction Act and the Higher Education Facilities Act are set forth. The laws and authorities are arranged in accordance with their subject matter, divided principally between housing, urban development, related functions and provisions, and organization of the Department. The table of contents and index will assist in use of the Committee Print. An identification of programs of the Department frequently referred to by section numbers of laws is also included for reference and information.
