States, or by conventions in three-fourths thereof, as the one or the other mode of

may be made prior to the year 1808, shall, in any manner, affect the first and fourth
clauses in the ninth section of the first article; and that no State, without its consent,
shall be deprived of its equal suffrage in the Senate...

Convened. The United States shall, on application of the Executive of a State, when the le-
gislature cannot be convened, protect such State from domestic violence

Courts of law. The Congress may, by law, vest the appointment of such inferior officers as
they think proper in the President alone, in the courts of law, or in the heads of de-
partments

in such inferior courts as the Congress may, from time to time, ordain and establish.

Credit of the United States. Congress shall have power to borrow money on the credit of

Criminal prosecutions. In all criminal prosecutions the accused shall enjoy the right to a
speedy and public trial, by an impartial jury of the State and district wherein the
crime shall have been committed; which district shall have been previously ascer-
tained by law, and to be informed of the nature and cause of the accusation; to be
confronted with the witnesses against him; to have compulsory process for obtain-
ing witnesses in his favor; and to have the assistance of counsel for his defence..
Cruel and unusual punishment. Excessive bail shall not be required, nor excessive fines im-
posed, nor cruel and unusual punishments inflicted.
