Mr. HOUSTON. What is the equipment for?

Mr. HOLLAND. Then there is the sum of $720 in each of the two items to cover the cost of supplies and equipment for the additional personnel requested under the salaries appropriation.

Mr. CHANDLER. In other words, if you grant us, as I hope you will, additional stenographers, we shall need typewriters and things of that kind.

Mr. HOUSTON. What else?

Mr. McFALL. That is all.

Mr. CHANDLER. That is the end of the story.

Mr. HOUSTON. I guess that covers the field.

COMPLIMENTS OF THE COMMITTEE ON THE ACCOMPLISHMENTS OF THE

ADMINISTRATIVE OFFICE

Mr. CHANDLER. I should like to say to the committee that I appreciate this opportunity to consider with you the things we are trying to do. I have been desirous of conveying to the judges with whom I have my contacts, also, the value of the annual consideration of the estimates by this committee. If you will permit me, I should like to read two paragraphs from my last annual report on this subject, because they express my reaction to this experience.

The Administrative Office is brought into contact with the Congress through its appearances before committees of the two houses concerning bills affecting the courts, particularly the Judiciary Committee and the Appropriations Committee of each House. Often collaterally to the consideration of a measure, impressions are voiced of one or another practice of the courts which probably represent views held more or less widely among the public and which it is helpful to the courts to understand. The annual consideration of the estimates before the House Appropriations Committee traditionally brings on searching inquiries into what the courts are doing, the reasons for their actions, and sometimes sharp criticism.

This course is in accordance with the time-honored right of the legislative body which grants funds to be satisfied as to how in general they will be used, and it is salutary. Through the discussions the Administrative Office has an opportunity to acquaint the Congress with the aims of the Federal judiciary represented in the Judicial Conference, and-what is of equal, perhaps of greater, importance-to learn how the public which is represented in the Congress, regards the Federal courts.

The Administrative Office holds in high respect the place of the legislative branch in our scheme of government and endeavors to be entirely candid and direct in all its relations with it. It further endeavors to use every means of fostering mutual understanding and cooperation.

I simply wish to say to you that I appreciate the consideration which you give to the interests of the courts annually. I, on my part, and my associates, desire to be as helpful as we can in imparting to you information concerning our objectives and the ways in which we are pursuing them. I can say to you truly that at any time, we shall welcome suggestions from you, because I know that improvement may be made in many ways. I hope that as time goes on we may perfect the administrative procedures of the courts in which we have a small part. Mr. HOUSTON. I am sure the committee appreciates the attitude you and your associates have taken toward this committee, and we appreciate the work you are doing.
