The appropriation here requested is to provide the necessary moneys to pay the wala ripin of the members of the Supreme Couri of the United States, the officers of the Court; their respective stails, it well as the l'ourt's (ollstodial emploveen. Genral justification
As has been done for the past few years, there is respectfully submitted the follox ink statement reflecting a comparison of the case work of the Court for the past throp terms:

Mr. ROONEY. We are indeed highly honored to bave with us Jr. Justice Black and Mr. Justice Burton and members of the staff of the Supreme Court of the United States.
Do you wish to make a general statement with regard to the $91,400?
Justice BLACK. Justice Burton will do that, with your permission, Mr. Chairman.
Justice BURTON. The increase really is not $91,400 because the original appropriation of $1,238,250 for the fiscal year 1952 is increased to $1,302,050 by the supplementary appropriation of $63,800 for 1952 which covers the raises in rates of pay authorized during the course of that year. The increase now requested, therefore, is only from $1,302,050 to $1,329,650 for 1953; or an increase of $27,600. Our presentation this year is even simpler than in the past because the requested increase is due largely to the changes in salaries which have been made during the current year to conform to the policy of Congress.
Apart from the Ramspeck raises, the new figure is needed to meet the general 10-percent cost-of-living increase in rates of pay and to match the adjustment made by Congress in the pay of the Capitol Police which has been reflected in the pay of our Supreme Court police. There are only three other items to be noted.
One is an item of $6,050 for an emergency secretary. That increase, however, is more than offset by a decrease of $11,900 under miscellaneous expenses. The latter is made up of a decrease in the cost of printing and reproduction of $5,900 and also reflects the fact that we have the portrait of Chief Justice Stone now completed and will need no repetition of the $6,000 appropriated last year to cover the expense of his portrait and of his bust.
Would you care to have me comment on the statistics in the justification which show a slight decrease in the volume of litigation before the court?
Perhaps you would also like to include the statement on page 6.
Mr. ROONEY. I believe we have that in the record. One woman employee is requested as an emergency secretary. That is also covered in the justification. Now as to the adjustment in the pay of the police, , would you please comment on that?
Justice Burton. This adjustment in pay follows what has been done in regard to the pay of the Capital Police. The Capitol Police received, as you may remember not only the general 10 percent costof-living increase but a second increase to bring their previous total rate of pay in line with present-day conditions and we followed that lead in adapting our rates of pay to match theirs.

The next item following salaries is entitled “Printing nding Supreme Court reports" which appears on page 17 of the ttee print and page 12 of the justifications. 1953 request is in the amount of $91,200, the same as the aption for printing and binding in the current fiscal year. It also be noted that the 1951 annual expenditure as reflected on of the committee print was $59,091.

Mr. ROONEY. The next item, the third of the four for the Supreme Court of the United States, appears at page 5 of the committee print and page 18 of the justifications. The request is in the amount of $46,450— a very pleasing reduction to the extent of $11,900 from the appropriation of $58,350 in the current fiscal year.
