H.J. Res. 915 would authorize the American Legion to place on land of the National Park System in the District of Columbia the American Legion's Freedom Bell in honor of this country's Bicentennial celebration. All plans for placement of the Freedom Bell would be subject to the approval of the Secretary of the Interior, who would also maintain the gift after placement. The costs of placing the Freedom Bell would be borne by the American Legion.

H.J. Res. 915 has been considered by the National Capitol Memorial Advisory Committee, and has been determined as appropriate to the memorial functions of the Nation's Capitol, if amended as suggested below.

We recommend that section 2 of H.J. Res. 915 be deleted, and the following language substituted in lieu thereof:

"Sec. 2. All plans for the choice of the site and placement of the Freedom Bell pursuant to the first section of this bill are subject to (1) the approval of the Secretary of the Interior, the Commission on Fine Arts, and the National Capital Planning Commission, and (2) the placement of the bell is begun within 5 years after the date of enactment of this Act."

The Office of Management and Budget has advised that there is no objection to the presentation of this report from the standpoint of the Administration's program.
