COSTS OF THE LEGISLATION

Clause 7(a) of rule XIII of the Rules of the House of Representatives requires a staternent of the estimated cost to the United States which would be incurred in carrying out H.R. 14977, as reported. There would be no costs resulting from enactment of H.R. 14977, as reported.

COMPLIANCE WITH CLAUSE 2(1) OF RULE XI OF THE RULES OF THE
HOUSE OF REPRESENTATIVES

(1) With reference to clause 2(1) (3) (A) of rule XI of the Rules of the House of Representatives, no separate hearings were held on the subject matter of this legislation by the Subcommittee on Investigations and Review. However, the Subcommittee on Public Buildings and Grounds held hearings on this subject matter which resulted in the reported bill.

(2) With respect to clause 2(1) (3) (B) of rule XI of the Rules of the House of Representatives the bill, as reported, does not provide new budget authority or increased tax expenditures. Accordingly, a statement pursuant to section 308 (a) of the Congressional Budget Act is not required.

(3) With reference to clause 2(1) (3) (C) of rule XI of the Rules of the House of Representatives, the committee has not received an estimate and comparison prepared by the Director of the Congressional Budget Office under section 403 of the Congressional Budget Act.

(4) With reference to clause 2(1) (3) (D) of rule XI of the Rules of the House of Representatives, the Committee has not received a report for the Committee on Government Operations pertaining to this subject matter.

(5) With reference to clause 2(1) (4) of rule XI of the Rules of the House of Representatives, H.R. 14977, as reported, will not affect prices and costs since it does not authorize additional funds. Therefore, H.R. 14977, as reported, would not have an inflationary impact on the national economy.

RAY J. MADDEN POST OFFICE BUILDING

REPORT

[To accompany H.R. 15546]

The Committee on Public Works and Transportation, to whom was referred the bill (H.R. 15546) to designate the "Ray J. Madden Post Office Building", having considered the same, report favorably thereon without amendment and recommend that the bill do pass.

Ray J. Madden was born in Waseca, Minnesota, on February 25, 1892. He attended public schools and Sacred Heart Academy in Waseca, and received his LL.B. in 1913, from the Law Department of Creighton University in Omaha, Nebraska, where he practiced law. He was soon thereafter elected Municipal Judge of Omaha, and later resigned during World War I to serve in the United States Navy. Mr. Madden returned to practice law in Gary, Indiana, and served in local elected positions.

In 1943, he was elected to his first term in the House of Representatives and began a new role of public service that became marked with various legislative accomplishments.

Mr. Madden has held various committee posts while serving in Congress. He served on the Post Office and Postal Roads Committee during the 78th Congress and the Labor and Education Committee during the 80th Congress.

In the early 1950's, Madden chaired the Committee to investigate the Katyn Forest Massacre.

He was Cochairman, along with Senator Monroney, of the Legislative Reorganization Committee in the 1960's and is a past Chairman of the Democratic Steering Committee.

He sponsored and co-sponsored major bills including legislation on low-cost housing, salary increases for postal employees, G. I. benefits, and the Civil Rights Act of 1964. Mr. Madden was also instrumental in legislation dealing wtih Loans, Scholarships, and Aid for Higher Education, low-income housing, Midicare, the Dunes National Lakeshore, and closure of tax and oil loopholes.

Congressman Madden has served as Chairman of the House Rules Committee for the last four years, and has been a member of that Committee since 1949. In view of his long and distinguished career, and in view of his many years of outstanding service to the people of his district and to his country, it is fitting and proper that the post office in Gary, Indiana, be named in his honor as the "Ray J. Madden Post Office Building".

ELIZABETH KEE FEDERAL BUILDING

REPORT

[To accompany H.R. 15582]

The Committee on Public Works and Transportation, to whom was referred the bill (H.R. 15582) to name the Federal office building in Bluefield, West Virginia, the "Elizabeth Kee Federal Building", having considered the same, report favorably thereon without amendment and recommend that the bill do pass.

The late Congresswoman Maude Elizabeth Kee was born in Radford, Virginia. She was educated in public and private schools in Roanoke, Virginia, Washington, D.C., and Bluefield, West Virginia and was graduated from Roanoke Business College, Roanoke, Virginia.

As a private citizen and a public servant, she served her community admirably; she was author of a weekly column in West Virginia newspapers; sponsor of a library for physically handicapped at Woodrow Wilson Rehabilitation Center, Fisherville, Virginia; and served as executive secretary to her husband, Congressman John Kee, from November 1932 until his death in 1951.

Congresswoman Kee was elected to the 82nd Congress on July 17, 1951, to fill the vacancy caused by the death of her husband. She was re-elected to the 83rd and to the five succeeding Congresses until her retirement on January 3, 1965.

She was forthright and eloquent in her belief in our systems of government and the American way of life. She served the Congress and her constituents in a commendable manner. Therefore, it is fitting and proper to name the Federal office building in Bluefield, West Virginia, the "Elizabeth Kee Federal Building".
