Every person entitled to a ration shall be permitted to relinquish the spirit part of it, provided that it is relinquished for not less than three months, unless sooner detached. And seamen not having three to serve, may relinquish for any unexpired portion of their term. And the commander of a squadron, or of a single ship, acting independently, may direct the pursers to pay the established value of the same, in money, to the men, at such times as he may deem most advantageous to those to whom it may be due.

Commission and warrant officers, and those who mess habitually with them, may relinquish the other parts of rations, and receive the established value of them in money from the purser, provided, that, in all cases, all the parts of the ration are relinquished, and not otherwise. No person shall be allowed to draw parts of a ration, and to receive a commutation for other parts.

The messes of the other portions of the ship's company may, with the approbation of the commander, relinquish one or more complete rations for not less than three months, unless sooner detached, or unless their terms of service should expire in less than three months; and they shall receive the established value in money, from the purser, at such times as the commander of the squadron, or commander of a vessel, acting independently, may direct.

Pursers will make separate quarterly returns, approved by the commanding officers, on the last of March, June, September, and December, to the office of the Fourth Auditor, of the number of rations thus relinquished and paid for by them, with the proper receipts and vouchers, for which they will be credited as heretofore.

The price of the rations, when commuted, having been fixed by the Secretary of the Navy at twenty cents, all claims for commutation money, which have arisen since the 3d of March last, will be adjusted agreeably to the foregoing table and regulations; in all cases where the person claims rations, or eommutation money, under the act of the 3d of March last, entitled "An act to regulate the pay of

the navy of the United States." And all persons, not included in that act, shall be paid at the rate of twenty-five cents per ration, until the first day of September next, and afterwards, at the rate of twenty cents.

He shall inquire into the practice of all the surgeons, or persons acting as such, in the fleet or squadron, and report to the commanderin-chief any errors or neglects which he may discover; examine and certify as to the necessity of their requisitions, and correctness of their accounts; inspect the quality of articles furnished in the medical department, and suggest to the commander-in-chief, and commanders of vessels, for their examination and decision, the most proper measures for preventing or checking disease, or promoting the comfort of the sick.

ARTICLE 354.

He shall, when required by him, make, for his information, reports to the commander-in-chief, specifying those vessels which may appear, from the state of the health of the crews, least fit for active service, or most in want of refreshments.

ARTICLE 355.

He shall keep a journal, according to such form as may be prescribed, and shall inspect the journals kept by the several surgeons
