Without these no receipt will be given for them, unless the senior officer of the station, the commanding officer of the yard, or the Navy Department, shall think proper to give an express order to that effect.

ARTICLE 621.

He shall make no sale of articles belonging to the United States, nor any purchases, nor incur any public expense, without the sanction of the senior officer upon the station, the commanding officer of the navy yard, or of the Navy Department.

ARTICLE 622.

He will receive no credit for any disbursements he may make, unless he produces an order from the Navy Department, or of some proper officer to make the purchase or payment, or requisitions duly approved, conformably to the regulations of the navy, the receipts of the persons to whom the articles were delivered, or to whom payment was made, and unless the payment shall have been sanctioned by the proper officer, as required by these regulations.

ARTICLE 623.

He shall pay no bill for articles furnished, or services rendered to navy yards or vessels under the control of the commanding officer of the yard, without the previous approval of that officer.

ARTICLE 624.

He shall pay no bill for articles furnished, or services rendered directly to vessels in commission, without the certificate of the commander of the vessel, and the approval of the senior officer in the command of the station.

ARTICLE 625.

He shall make no advances of money to any person whatever on public account, but according to law, or the general regulations of the

navy.

ARTICLE 626.

He is never to pay bills or requisitions under one appropriation, from any money belonging to another appropriation, without the

express sanction of the Secretary of the Navy, in conformity to law; and whenever money shall be so transferred, he shall note it particularly in his next monthly and quarterly returns.

ARTICLE 627.

His requisitions upon the Department for money must be made under the specific heads of appropriation, and must be accompanied by a statement of the particular objects for which it is intended, and the amount then in his charge under those heads of appropriations.

ARTICLE 628.

Whenever an expenditure has not been specially authorized by the Navy Department, the requisition for money to meet it must be approved by the commanding officer of the station, or by the officer under whose order or sanction the expense shall have been authorized.

When it is necessary to send articles from one place to another, particular attention must be paid to make them deliverable by the charter party, bill of lading, or other agreement, at the precise place where they may be specially required, and a particular rate of freight be inserted, and not left according to usage.

ARTICLE 630.

He must report monthly to the navy commissioners, the progress made towards the completion of all, and each contract or agree. ment, for articles to be delivered at the station where he resides..

ARTICLE 631.

He must make monthly returns to the Secretary of the Navy and the navy commissioners of all moneys received, expended, and remaining on hand, under each appropriation, in such form as may be prescribed. These returns must be made within five days after the expiration of each month.

ARTICLE 632.

He must forward quarterly accounts to the Fourth Auditor of the Treasury, made up to the last day of March, June, September, and

December, within thirty days after the expiration of each quarter. These accounts must distinctly show the amount of all money received, expended, and on hand, under each appropriation, and must be accompanied by all the vouchers necessary for the final settlement of the account.

CHAPTER XLI.

PENSIONS.

ARTICLE 633.

Persons making applications for pensions, in consequence of injuries received in the service, should forward a certificate, in such form as may be prescribed, and which will be furnished by the Commissioner of Pensions, from the surgeon of the vessel or yard where the injury was received, countersigned by the commanding officer, stating particularly the circumstances under which, and the time when, the injury was received, the nature and extent of the injury, and the extent of the disability, which it may have produced. If the applicant is unable to forward such a certificate, he must forward the best evidence which he can collect in relation to the circumstances; and particularly as to the name of the vessel, and her commander, in which, and the time when, the injury was received.

ARTICLE 634.

Before any pension shall be granted, the Secretary of the Navy will, if he should think proper, order an examination of the applicant, in addition to the certificate of the surgeon and commander, to determine more satisfactorily the degree of disability produced by the injury received; and he may, at any subsequent period, direct similar examinations to be made, if he has reason to believe that the disability has been diminished or increased. When it can be done conveniently, these examinations shall be made, and the certificate given, by two medical officers and a captain or commander of the navy.

ARTICLE 635.

The injuries received shall be classed in the following order, viz : 1. Injuries which produce total disability in the claimant to contribute by his own labor to his support, and which require the aid of another to attend to his

person.

2. Injuries which render the claimant unable to contribute to his own support, but leave him able to attend to his own person. 3. Injuries which leave the claimant unable to contribute more than one-fourth to his own support.

4. Injuries which leave the claimant unable to contribute more than one-half to his own support.

5. Injuries which leave the claimant unable to contribute more than three-fourths to his own support.

Those of the first class may receive, as a pension, the highest rate of pension allowed. Those of the second class, seven-eighths of such rate; those of the third class, five-eighths of such rate; those of the fourth class, three-eighths of such rate; those of the fifth class, oneeighth of such rate. Where the injury received does not diminish the power of the individual to support himself, as much as one-fourth, he will not be considered entitled to any pension.

ARTICLE 636.

When applications are made for pensions, in consequence of the death of any persons who may have been killed, or died from wounds received in action, they must state the name of the person for whose death the claim is made, the name of the vessel, and the action in which the death or wounds occurred, and the time when the death took place, if subsequent to the action. The applicants must also forward legal proof of their right to claim a pension, as the widow or child of the deceased, according to the provisions of the law and of the ages of the child or children who may be claimants.

ARTICLE 637.

When pensions shall have been granted, for wounds received in action, to petty officers or persons of inferior rating, such pensions shall be paid, though the pensioner may be afterwards employed in the naval service, unless prohibited by law.

ARTICLE 638.

The identity of the pensioner must be proved by the exhibition of his certificate, and by his oath and signature, before a justice of the peace, or other officer duly qualified to administer oaths, in accordance with the subjoined form, marked A.

ARTICLE 639.

If application be made by, or on behalf of, a widow, proof of her identity that she is still living, and has not intermarried, must be furnished according to the form herewith, marked B.

ARTICLE 640.

Payments to a guardian will be made on evidence that the child or children are living, and that they are not over sixteen years of age; and a certificate from the proper authority that he is, at the time, acting in that capacity, agreeably to the annexed form, marked C.

ARTICLE 641.

All pensions unclaimed for two years and upwards, will, previous to payment, be referred by the agent, with all the documents, to the Fourth Auditor of the Treasury for investigation; and if found correct by the accounting officers, will be returned to the agent for pay

ment.

ARTICLE 642.

No payments of pensions will be made for a less period than six months, either by the agents or the Fourth Auditor, except in the first payments becoming due to pensioners, or where they shall die, or the pension expire, previous to the time for the regular semiannual payments.

ARTICLE 643.

For all disbursements on account of navy pensions, the accounts and vouchers must be rendered to the Fourth Auditor of the Treasury, in such manner and form as he may prescribe.
