if any officer under his command avoids battle,
when practicable, inspect the vessels,
make all necessary signals,
all vessels within his command will report to him,
will conform to all prescribed regulations,
will exercise no command in a navy yard,
will inspect all vessels, and report their condition,
shall examine such vessels as arrive from sea,

to keep a journal of the movements of the fleet,
to transmit all orders of the commander-in-chief,
to report to the commander-in-chief all neglect,
to keep a register of all orders,
subject only to the orders of the commander-in-chief,
when detailed on other service, -
