PATRICIA SCHROEDER, A REPRESENTATIVE FROM COLORADO, CHAIRWOMAN, MILITARY INSTALLATIONS AND FACILITIES SUBCOMMITTEE Mrs. SCHROEDER. If we can, I would like to call this meeting to order, and I want to thank everyone for being here. What we are talking about today is the report of the Commission on Base Realignment and Closure. I am going to put my statement in the record. Basically, I think we all know what this hearing is about. It is in reference to the closure of different bases that was announced on January 1. The complaint we have heard most from our colleagues is, they have been unable to get any information as to why and upon what basis the decision was made to close these different bases. So the one goal this committee has is to get those answers, and that is what we are going to be working on very hard. I am pleased to announce we have just had delivered to us this morning a letter from Deputy Secretary William Taft (which I will insert in the record) saying that he would release all the information related to the Commission on Base Realignment and Closure. Now we want to see it, and we want to make sure we get those answers, and at least that is a good beginning. So we have a letter saying they will. We will next Wednesday have a hearing and see if they do. So we will be taking the questions that different Members have this morning and moving forward. Let me announce early on that Congressman Hamilton was to be here this morning, and he has been called up to testify all day in the North trial, and so obviously he cannot be here. If he wishes to come next Wednesday and is not in trial, we will certainly have him. He was very concerned about this, and he certainly has an excused absence, I think, in that situation. But let me thank you all for being here. We have a real time constraint to move on today, so I am going to move right along, and let me turn it over to our very honorable ranking Member, Mr. Martin from New York. PREPARED STATEMENT OF HON. PATRICIA SCHROEDER I am delighted to welcome everyone to today's hearing on the Report of the Commission on Base Realignment and Closure. I am especially excited about today's hearing as this is my first as chairwoman of this subcommittee. The Today's hearing provides an opportunity for members of Congress to express their views concerning the recommendations of the Base Closing Commission. Commission, which submitted its report on New Years' Eve, recommended the total closure of 86 bases, the partial closure of five, and the realignment of another 54. After an upfront expenditure of $1 billion, the Commission's recommendations are supposed to save almost $700 million annually thereafter. The complaint I have heard most from my colleagues is that they have been unable to attain the information on which the Commission based its decisions and the rationale for those decisions. So, one useful goal we can accomplish this morning is to lay out on the record all the questions and uncertainties concerning the Commission's report. Then, next Wednesday, we will have the co-chairmen of the Commission, Pentagon officials responsible for implementation, and representatives of the General |
