STATEMENT OF THE MANAGERS ON THE PART OF THE HOUSE.

The statement of the managers on the part of the House as to the disagreeing votes of the two Houses on the amendments in the Senate to H. R. 21328, making appropriations for the support of the Military Academy for the fiscal year 1916, and for other purposes:

The Senate receded from amendments 1, 2, 15, and 17-No. 1 being an amendment increasing the pay of cadets $30,000; 2 being amendment authorizing the President to restore certain cadets to the Military Academy; 15 being an amendment restoring the appropriation provided for by the House; and 17 being an amendment providing for $10,527 for grading and granolithic pavement.

The House receded from its disagreement on the amendments of the Senate numbered, 3, 4, 5, 6, 7, 8, 11, 12, 13, 14, 16, 18, and 20. Of these amendments 3, 4, 5, 6, 8, 11, 12, and 20 are corrections in grammar or wording.

Amendments 7, 9, 10, 14, 16, and 18 are amendments increasing the appropriation.

Amendments 9, 10, and 19 are amendments reducing appropria- . tions allowed by the Senate.

REPORT.

[To accompany H. J. Res. 393.]

The Committee on Printing, having had under consideration the House joint resolution (H. J. Res. 393) providing for discontinuing the printing of certain publications for congressional distribution, reports the same back to the House with the recommendation that the resolution be agreed to.

The unencumbered balance of the allotment for printing and binding for Congress for the fiscal year ending June 30, 1915, is $653,910. The said resolution is as follows:

JOINT RESOLUTION To discontinue the printing of certain publications.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the printing of the publications known as Ethnology Bulletins, Geological Bulletins, Geological Professional Papers, and Geological WaterSupply Papers, printed and issued for congressional distribution, be discontinued.

Mr. TALBOTT of Maryland, from the Joint Select Committee on Disposition of Useless Executive Papers in Departments, submitted the following

REPORT.

[To accompany H. Docs. 1528, 1612, and 1615.]

The joint select committee of the Senate and House of Representatives, appointed on the part of the Senate and on the part of the House of Representatives, to which were referred the reports of the heads of departments, bureaus, etc., in respect to the accumulation therein of old and useless files of papers which are not needed or useful in the transaction of the current business therein, respectively, and have no permanent value or historical interest, with accompanying statements of the condition and character of such papers, respectfully report to the Senate and House of Representatives, pursuant to an act entitled "An act to authorize and provide for the disposition of useless papers in the Executive Departments," approved February 16, 1889, as follows:

Your committee have met and, by a subcommittee appointed by your committee, carefully and fully examined the said reports so referred to your committee and the statements of the condition and the character of such files, and papers therein described, and we find and report that the files and papers described in the report of the Secretary of the Treasury in House Document No. 1528, Sixty-third Congress, third session, dated January 22, 1915, and in the report of the Secretary of the Navy in House Document No. 1612, Sixty-third Congress, third session, dated February 16, 1915, and in the report of the Postmaster General in House Document No. 1615, Sixty-third Congress, third session, dated February 18, 1915, are not needed in the transaction of the current business of such departments and bureaus and have no permanent value or historical interest.
