Chapter Thirty: And whereas sundry Advances or Loans have been made by the Commissioners of the said Acts, for the Purposes in the same Act specified, and also for the Purposes of the Harbours and Passing Tolls, &c., Act, 1861, and great Benefits, have been derived therefrom: And whereas further Advances or Loans are required for the like Objects, and Advances or Loans are also required for the Purposes of "The Cattle Diseases Prevention Act, 1866," and "The Labouring Classes Dwelling Houses Act, 1866," and it is deemed expedient to make Advances of Money out of the Consolidated Fund for the Purposes of such Loans: Be it therefore enacted by the Queen's most Excellent Majesty, by and with the Advice and Consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the Authority of the same, as follows: 24 & 25 Vict. c. 80. c. 30. 1. For the Purpose of such Advances or Loans as aforesaid, Power to (exclusively of Advances or Loans for the Purposes of "The Har360,000l. per bours and Passing Tolls, &c. Act, 1861," "The Cattle Diseases Annum upon Prevention Act, 1866," and "The Labouring Classes Dwelling the Consolidated Fund by Houses Act, 1866,") the Commissioners of Her Majesty's Treasury Issues not of the United Kingdom of Great Britain and Ireland, for the Time exceeding 90,000l. per being, are hereby empowered, by Warrant under the Hands of any Quarter. Two or more of them, to cause to be issued out of the Consolidated Fund of the United Kingdom of Great Britain and Ireland, or out of the growing Produce thereof, to the Account of the Commissioners for the Time being for the Reduction of the National Debt, until Parliament shall otherwise determine, a Sum or Sums of Money not exceeding Three hundred and sixty thousand Pounds per Annum by quarterly Instalments or Issues not exceeding Ninety thousand Pounds per Quarter, the First Instalment thereof to become due and payable in the Quarter ending the Thirtieth 'Day of June One thousand eight hundred and sixty-seven. 2. For the Purpose of Advances or Loans under "The Harbours Power to and Passing Tolls, &c. Act, 1861," the Commissioners of Her Ma- charge 350,000l. per jesty's Treasury of the United Kingdom of Great Britain and Annum upon Ireland the Consoli Issues not exceeding 87,500l. per Quarter for Harbours, &c. Public Works, Harbours, &c. Ireland for the Time being are hereby empowered, by Warrant dated Fund by under the Hands of any Two or more of them, to cause to be issued out of the Consolidated Fund of the United Kingdom of Great Britain and Ireland, or out of the growing Produce thereof, to the Account of the Commissioners for the Time being for the Reduction of the National Debt, a Sum or Sums of Money not exceeding Three hundred and fifty thousand Pounds per Annum during the Five Years next ensuing the Thirtieth Day of June One thousand eight hundred and sixty-six, by quarterly Instalments or Issues not exceeding Eighty-seven thousand five hundred Pounds per Quarter, the First Instalment thereof to become payable in the Quarter ending the Thirtieth Day of September One thousand eight hundred and sixty-six, such Monies to be applied under the said Harbours and Passing Tolls Act. Power to charge 500,000l. upon the Consoli Cattle Diseases, &c. 3. For the Purpose of Advances or Loans under "The Cattle Diseases Prevention Act, 1866," the Commissioners of Her Majesty's Treasury of the United Kingdom of Great Britain and Ireland for dated Fund for the Time being are hereby empowered, by Warrant under the Hands of any Two or more of them, from Time to Time to cause to be issued out of the Consolidated Fund of the United Kingdom of Great Britain and Ireland, or out of the growing Produce thereof, to the Account of the Commissioners for the Time being for the Reduction of the National Debt, a Sum or Sums of Money not exceeding Five hundred thousand Pounds, such Monies to be applied under the said Cattle Diseases Prevention Act, 1866. Power to charge 250,000l. upon the Consoli 4. The said Commissioners named in and by or under the said Commissioners recited Acts or any of them or this Act shall, before they enter upon to sign the the Execution of this Act, sign a Declaration to the following claration before following DeEffect: 'I A.B. do declare, That, according to the best of my Judgment, 'I will faithfully and impartially execute the several Duties, Powers, ' and Trusts vested in me by an Act entitled (insert Title of this 'Act), acting. When and so soon as the said Commissioners for the Execution of the said recited Acts and this Act shall have determined this Act to be upon any Amount of Money to be advanced and lent or paid certified to the under the Provisions of this Act, the said Commissioners, or any Commissioners for the Reduc- Three or more of them, shall forthwith certify such Amount to the Commissioners for the Reduction of the National Debt for the Time being; and at the Foot of every such Certificate the Secretary of the said Commissioners for the Execution of the said recited Acts and this Act shall state the Name or Names of the Person or Persons by whom every such Certificate is to be presented to the said Commissioners for the Reduction of the National Debt; and upon every such Certificate being produced to the Officer of the said. Commissioners for the Reduction of the National Debt, the Comptroller General or Assistant Comptroller, or Chief Clerk, acting under the said last-mentioned Commissioners, shall, upon the Back of every such Certificate, endorse and sign an Order for the Payment of the Sum mentioned in every such Certificate to the Person or Persons named at the Foot of every such Certificate, or to One of such Persons, and which Order of such Officer previously to the issuing thereof shall be entered by the Clerk or other proper Officer, and shall be countersigned by the Actuary or other Check Officer acting under the said last-mentioned Commissioners, and shall be addressed to the Cashiers of the Governor and Company of the Bank of England; and such Cashiers, or One of them, shall, upon the Production of every such Order, pay the Sum mentioned therein to the Person or Persons mentioned in every such Order; and the Signature of such Person or Persons, jointly or severally, shall be a sufficient Discharge to the said Commissioners for the Reduction of the National Debt, and to the said Governor and Company respectively. Commissioners recited Acts 10. The said Commissioners for the Execution of the said recited for executing Acts and this Act shall cause to be made up an annual Account to the Thirty-first Day of March in each Year of the Amounts placed at their Disposal under the said recited Acts and this Act, the Amounts advanced and the Amounts remaining unissued, also an Account of the Amount of the Loans advanced by the said Commissioners under the said recited Acts and this Act the Monies and this Act to lay annual Accounts before Parliament. received |
