Mr. SYNAR. . . . Mr. Murden, the subcommittee staff noted, when reviewing your OCONUS vouchers, that your wife often accompanies you to other meetings, although you never submit her commercial travel costs for reimbursement. How do you handle reimbursement for lodging when double rates are higher than single rates?

Mr. MURDEN. What I do, Mr. Chairman, and gentlemen, is I ask for the single rate of the hotel and then mark on there what the single rate versus what the double rate

was.

Mr. SYNAR. I want to commend you for that. That is a procedure which shows that you understand the need to do that, and I think that is something to be commended for. (1987 Hearing, p. 182.)

NO EVIDENCE OF FRAUD

We applaud the committee for specifically stating in the report that:

The subcommittee's investigation did not disclose any instances of fraud. (Report, p. 10.)

The Committee on Government Operations plays a critical role in helping to identify and eliminate waste, abuse, and fraud in government spending. To ensure that the committee's reports and recommendations continue to be received by Congress and the public as objective and impartial, it is absolutely imperative that the reports do not contain allegations or inferences that cannot be fully substantiated by the evidence.

CONCLUSION

As already stated, we believe that, in whole, the report's findings, conclusions, and recommendations are justified. We regret that there was little opportunity to work with majority members in the writing of the report, though appreciate the good-faith effort that was made in the final hours to address our concerns with the report. Nevertheless, we believe that the additional views outlined above are important to the complete and fair understanding of the issues relating to foreign travel by the U.S. Army Corps of Engi

neers.
