the Postmaster to create eleven temporary summer positions. The second was a request from the Clerk of the House for twenty-one temporary summer positions. The third was a request from the Clerk to retain three positions previously scheduled for downgrading or abolishment when vacated. And the fourth item was a request from the Doorkeeper to reclassify two staff positions in the House Periodical Gallery. The Subcommittee's recommendations on these four items were approved by the Committee.

Finally, the Committee approved H.R. 4436, at the recommendation of the Subcommittee on Elections. This bill authorizes appropriations for the Federal Election Commission for fiscal year 1989.

GENERAL ACTIVITIES IN APRIL 1988

Committee staff began an examination of telephone costs and services in District Offices.

The Committee approved 324 payroll actions in the month of April. This was a 22.86 percent decrease in payroll actions over the month of March.

The Committee's mail log recorded 354 correspondences, a 15.31 percent decrease in mail correspondence from the previous month of March.

The number of voucher line items approved by the Committee decreased by 9.25 percent compared to the month of March, to a total of 15,700 line items approved.

The Committee prepared and transmitted eighteen bills and/or resolutions to the White House.

Two bills and/or resolutions were referred to the Committee for consideration.

FLOOR ACTIVITIES IN APRIL 1988

The Committee took four resolutions to the Floor in April:

1. H. Res. 288, providing for the printing of the proceedings of the Committee on Government Operations incident to the presentation of the portrait of the Honorable Jack Brooks, passed the House on April 18th;

2. S. Con. Res. 98, authorizing the printing of "Developments in Aging, 1987", passed the House on April 18th;

3. H. Res. 270, providing for reprinting the report on the "Katyn Forest Massacre", passed the House on April 19th; and 4. H. Res. 288, providing for the printing of the proceedings of the Committee on Foreign Affairs incident to the presentation of the official portrait of Chairman Dante Fascell, passed the House of April 19th.

FULL COMMITTEE MEETINGS/HEARINGS IN MAY 1988

GENERAL ACTIVITIES IN MAY 1988

Committee staff continued its examination of telephone costs and services in district offices, with the assistance of the General Accounting Office. A Staff Task Force on District Office Communications was created to study telephone and other communications in

district offices to determine if improvements in quality and cost savings could be made.

The Summer Intern Program was planned and put into effect.

The Committee's Task Force on New Member Orientation, under the chairmanship of Rep. Joe Kolter, began planning for the New Member Orientation for the 101st Congress.

On May 9-11, Committee staff traveled to Osage Beach, Missouri to attend the General Services Administration's Partnership in Administration Conference. At the conference, the Committee was awarded a plaque for providing better and more efficient government through a partnership in administration with the General Services Administration.

The Committee approved 247 payroll actions in the month of May. This was a 23.77 percent decrease in payroll actions over the month of April.

The Committee's mail log recorded 471 correspondences, a 33.05 percent increase in mail correspondence from the previous month of April.

The number of voucher line items approved by the Committee increased by 18.47 percent compared to the month of April, to a total of 18,600 line items approved.

The Committee prepared and transmitted twelve bills and/or resolutions to the White House.

Five bills and/or resolutions were referred to the Committee for consideration.

FLOOR ACTIVITY IN MAY 1988

H.R. 4436 was reported to the House on May 19 (Report No. 100160), and was placed on the Union Calendar No. 378. The bill authorizes appropriations for the Federal Election Commission for fiscal year 1989.

H. Con. Res. 296 was called up in the House by unanimous consent on May 10, and agreed to by voice vote. The resolution authorizes printing of the House of Representatives Election Law Guidebook, 1988.

H. Res. 432 was called up in the House by unanimous consent on May 10, and was agreed to (amended) by voice vote. The resolution authorizes the printing of the proceedings of the Committee on the Budget incident to resentation of a portrait of the Hon. James R. Jones.

The Congressional Intern Program began its lecture series in June with the following guest speakers: Congressman Matthew F. McHugh, Ms. Judy Schneider of the Congressional Research Service, Congressman Michael G. Oxley, Congressman Dante B. Fascell, Honorable Donnald K. Anderson (Clerk of the House), Senator Alan J. Dixon, Congressman Pat Roberts, Congressman Leon E. Panetta, Senator Harry Reid, Senator Tim Wirth, Senator Frank Murkowski, Congressman Raymond McGrath, Congressman David

Bonier, Congressman Philip Crane, Congressman Mike Synar, General William Burns (Director of U.S. Arms Control & Disarmament Agency), Attorney General Edwin Meese III, and Congressman Bill Green.

The Staff Task Force on District Office Communications continued its examination of telephone costs and services in District office, with the assistance of the General Accounting Office (GAO). On June 13, an expert in such matters was detailed to the Committee from GAO for several months to analyze cost and telephone use in district offices.

A Committee Task Force, under the chairmanship of Representative Joe Kolter continued its work on a New Member Orientation program for the 101st Congress.

Staff worked with the Architect, General Accounting Office, and Government Printing Office in a study of the Folding Room.

The Committee approved 372 payroll actions in the month of June. This was a 50.61 percent increase in payroll actions over the month of May.

The Committee's mail log recorded 443 correspondences, a 5.94 percent decrease in mail correspondence from the previous month of May.

The number of voucher line items approved by the Committee decreased by 6.99 percent compared to the month of May, to a total of 17,300 line items approved.

Ten bills and/or resolutions were referred to the Committee for consideration during the month of June.

The Committee prepared and transmitted twenty bills and/or resolutions to the White House.

The Staff Task Force on District Office Communications continued to study district office telephone costs and services. A member of the Task Force traveled to St. Louis, Missouri and Cleveland, Ohio to visit Member district offices concerning their telecommunications requirements. At the recommendation of the Task Force, the recommendation of the Task Force, the Committee sent out a "Dear Colleague" letter on July 28th asking each Member to complete a questionnaire about their district office communications and alerting them that the Committee will soon be sending a district office survey to each of their district office.
