The Chairman met with delegates of the Italian Parliament to discuss the administration of the House of Representatives and the jurisdiction of the Committee.

The following guest speakers participated in the Congressional Intern Program's lecture series: Kathryn Lavruga (Service Employees International Union), Samuel Mabry (Hercules, Inc.), Barbara Hays-Hamilton (National Organization for Women), Marc Gabor (United Mine Workers), Congressman Nick Joe Rahall, Senator Max Baucus, Senator David Boren, Senator Claiborne Pell, Congressman Jim Bunning, Congressman Thomas Downey, Congressman George Wortley, Congressman Jack Kemp, Under-Secretary Don M. Newman (Department of Health and Human Services, Secretary Donald Hodel (Department of Interior), Secretary Carlucci (Department of Defense), Assistant Secretary Marc Stanley (Department of Commerce), Congresswoman Patricia Schroeder, Vice President George Bush, Congressman Barney Frank, Congressman Silvio Conte, Judy Woodruff (The MacNeil/Lehrer News Hour), Congressman J.J. Pickle, and Senator Orrin Hatch).

The Committee approved 454 payroll actions in the month of July. This was a 22.04 percent increase in payroll actions over the month of June.

The Committee's mail log recorded 339 correspondence, a 23.48 percent decrease in mail correspondence from the previous month of June.

The number of voucher line items approved by the Committee increased by 6.94 percent compared to the month of June, to a total of 18,500 line items approved.

The Committee prepared and transmitted eleven bills and/or resolutions to the White House.

Eight bills and/or resolutions were referred to the Committee for consideration during the month of July.

FLOOR ACTIVITY IN JULY 1988

There was no Floor activity in the month of July.

FULL COMMITTEE MEETINGS/HEARINGS IN AUGUST 1988

Full Committee Meeting of August 3, 1988

The House Administration Committee met on August 3, 1988. First on the Committee agenda was business from the Subcommittee on Accounts, H. Res. 500, providing amounts from the Contingent Fund of the House for further expenses of investigations and studies by the Committee on Standards of Official Conduct in the Second Session of the 100th Congress. The Committee approved H. Res. 500, as amended in the nature of a substitute, and orderd it reported.

Next, from the Subcommittee on Procurement and Printing, was a recommendation to approve H. Res. 444, authorizing the printing of a collection of statements made in tribute to the late Representative Harold T. "Bizz" Johnson. The resolution, as amended, was approved by the Committee.

Third on the Committee's agena was a recommendation from the Subcommittee on Personnel and Police to approve the Clerk's request to make personnel changes in his immediate office and to

adjust the telephone operators pay schedule. the Subcommittee's recommendation was approved by the Committee.

Next, the Subcommittee on Office Systems recommended approval of adding additional equipment to the House Approved List of Equipment. The Subcommittee's recommendation was approved by the Committee.

The Committee then proceeded to consider H.R. 4952 (as amended by the Subcommittee on Elections) to amend the federal Election Campaign Act of 1971 to require that all contributions in elections for federal office be subject to that Act. H.R. 4952, as amended, was approved by the Committee and ordered reported.

Finally, the Committee approved and ordered reported H. Res. 509, which provides amounts from the Contingent Fund of the House for certain expenses of the program known as "Understanding Congress: A Bicentennial Research Conference".

GENERAL ACTIVITIES IN AUGUST 1988

The Staff Task Force on District Office Communications continued its examination of telephone costs and services in District offices, with the assistance of the General Accounting Office. A survey was sent in early August to each Member district office in an effort to determine the telecommuncation needs of the Members, i.e. better voice, data, and fax transmission. A copy of the District Office Communications Survey follows:
