and extent of such licenses, or permits, and to whom the same have been granted, and at whose solicitations, and what orders have been granted to military authorities to aid the same; and further, to inform the Senate what rule of preference has been adopted as to the persons to whom such permits or licenses, if any, have been granted; whether any, and what, consideration has been paid for such personal and valuable privileges, and under what law such licenses or permits, if any, have been granted.

A report of what portions of the State of Louisiana were in the military occupancy of the United States on the first Monday of September, 1864, the date of the ratification of the alleged revised constitution of that State, and what portions of the State were then in the military occupancy of the rebels; and also in what parishes or election districts votes were given for or against the ratification of said instrument.

made to him for the pardon of G. E. Pickett, who acted
as a major general of rebel forces in the late war, and if
so, what has been the action thereon; and that he commu-
nicate copies of all papers or other documentary evidence
relative to such application for pardon; and also informa-
tion whether, since the adjournment at Raleigh, N. C., on
the 30th of March last, of the last board or court of in-
quiry which was convened to investigate the facts attend-
ing the hanging of a number of United States soldiers for
alleged desertion from the rebel army, any further meas-
ures have been taken to bring the said Pickett or other
perpetrators of that crime to punishment.

A report concerning the practicability of establishing equal
reciprocal relations between the United States and the dif-
