SIR: In obedience to a resolution of the House of Representatives, passed March 4, 1842, which requires "that the Clerk shall deliver to the postmaster of the House such kind and quantities of stationery as from time to time may be Decessary for the use of the House, keeping an accurate account of the same, and also of the quantity and value of that used in the Clerk's office; and that hereafter, in the annual reports now required by law to be made by the Clerk, showing the amount of expenditure from the contingent fund of the House, he be required to state, accurately and distinctly, the quantity and cost of the stationery used by the House and the Clerk's office separately;" and also, in obedience to the second section of the act entitled "An act legalizing and making appropriations for such necessary objects as have been usually included in the general appropriation bills without the authority of law, and to fix and provide for certain incidental expenses of the departments and officers of the government, and for other purposes," approved August 26, 1842, which requires that the Clerk of the House of Representatives report to the House a detailed statement of the manner in which the contingent fund of the House has been expended, giving the name of every person to whom any portion thereof has been paid; and if for anything furnished, the quantity and price; and if for services rendered, the nature of such service and the time employed, and the particular occasion or cause, in brief, that rendered such service necessary; and the amount of all former appropriations in each case on hand, either in the treasury or in the hands of any disbursing officer or agent-I have the honor to Lake the following report, contained in papers marked A, B, C, and D.
