The regular meetings of the board shall be held on the second Monday of January, April, July, and October of each year. 2. Special meetings may be called by the Governor at any time when the exigencies of any case demand it, notice thereof being given to each member of the board. 3. No application for the remission of a fine or forfeiture, or for a commutation of sentence or pardon, shall be considered by the board unless presented in the form and manner required by the law of the State, "approved February 20, 1875." 4. In every case where the applicant has been confined in the State prison, he or she must procure a written certificate of his or her conduct during such confinement, from the warden of said prison, and file the same with the secretary of this board, on or before the day of hearing. 5. All oral testimony offered upon the hearing of any case must be presented under oath, unless otherwise directed by a majority of the board. 6. Action by the board upon every case shall be in private, unless otherwise ordered by the consent of all the members present. 7. After a case has once been acted upon and the relief asked for has been refused, it shall not, within twelve months thereafter, be again taken up or considered upon (viii) |
