members, being the largest membership the Association has ever had.

Appropriate action was taken in respect to members in arrears in payment of their dues, and the members who had failed to qualify.

The Chairman presented a letter from William R. Wilder, Esq., Chairman of the Committee on Practice and Procedure in the Supreme Court of the New York County Lawyers Association, presenting a copy of a report made by that Committee to the New York County Lawyers Association in May last in regard to the amendment of the present law as to taxable costs and allowances, and requesting a conference upon that subject with a committee of this Association. On motion duly seconded, it was voted that Mr. Wilder's letter and the report which he annexed be referred to the Committee on Law Reform.

The Chairman presented two letters from Stephen P. Anderton, Esq., calling attention to the urgent necessity for effective legislation on the subject of narcotic drug control, in view of the repeal by the last legislature of the Narcotic Drug Control law. On motion, duly seconded, it was voted that Mr. Anderton's letters and the suggestions therein contained be referred to the Association for consideration, with the recommendation that a Special Committee be appointed to consider and confer with others in regard to legislation relative to narcotic drug control and to report to the Executive Committee, and that the Executive Committee be authorized and empowered to take such action in regard to the matter as it may deem advisable.

The following appropriations were duly made:

Two thousand dollars for the salary of the Secretary of the Association during the year 1922.

Six hundred dollars for the Secretary to cover expenses of clerical assistance during the year 1922.

Seven hundred and fifty dollars for the Treasurer to cover expenses of clerical assistance during the year 1922. Two hundred and fifty dollars for Mr. Kaestner for extra services in connection with the annual meeting.

One hundred dollars to cover the expenses of the Committee on Membership.

Seventy-five dollars for Miss Vincent and other clerks in the Secretary's office.

No progress was made during the year in regard to the subject of establishing headquarters for the Association. in Albany so as to afford facilities for the convenience of members of the Association when at the Capitol of the State, but the Executive Committee feels that this is a subject of real importance which deserves serious consideration. If such headquarters could be successfully financed and would be resorted to and used by members of the Association sufficiently to make it a real center of the activities of the Association and of the interests of the profession, it is believed that the result would be a notable increase in the prestige and influence of the Association. The President of the Association has generously offered to give to the Association a working law library to be installed in such headquarters if established. This subject seems to the Executive Committee of sufficient importance to call for the careful consideration of the Association, and the Executive Committee recommends that a special committee be appointed to consider the advisability of carrying this plan into effect and the ways and means for doing so.

All of which is respectfully submitted for the consideration of the Association.

On motion duly made, seconded and carried, the report of the Executive Committee was received and placed on file.

Stephen P. Anderton, of New York:

Mr. President, if it is in order, I should like to make a motion following the recommendation of the Executive

Committee in regard to proposed legislation relative to narcotic drug control. I have prepared a resolution that conforms, I think, to the recommendation of the Executive Committee.

I move the adoption of the following resolution:

Resolved, That a special committee be appointed by the President of the Association to consider and confer with others in regard to legislation relative to narcotic drug control and to report to the Executive Committee; and that the Executive Committee be authorized and empowered to take such action in regard to the matter as it may deem advisable."

I may say that inasmuch as the matter has been recommended by the Executive Committee, unless the members of the Association desire to discuss it, I shall defer any discussion of the subject myself for the present.

Samuel H. Ordway, of New York:

Mr. President, on behalf of the Executive Committee, I would like to second Mr. Anderton's motion.

The motion was duly carried.

Mr. President, I would like to make a motion in compliance with the recommendation of the Executive Committee, and that is that the President appoint a special committee to consider the advisability of establishing headquarters for the Association in Albany, and the ways and means for doing so, which committee shall report to the Executive Committee of the Association.

The motion was duly seconded and carried.

Julius Henry Cohen, of New York:

Mr. President, I am advised by the Secretary that it will be very difficult to get a meeting of the Executive Committee of the Association, and that, therefore, there is danger that the resolution based upon the report of the Committee, of which I am chairman, may not be reported back. I understand that possibly there may be an objection to committing the Association in principle

to the proposal, but that there probably will be no objection whatever to the appointment of the special committee in the resolution that has been offered. I suppose, parliamentarily, I ought to move for a reconsideration of the reference to the Executive Committee and to state that if that reconsideration is had, I will offer as a substitute for the resolution which I offered before, this resolution:

"Resolved, That the President appoint a special committee of five, of which he shall be one, to confer with the Governor, the appropriate committees of the legislature, and the judges of the Court of Appeals, to consider the proposal to organize the entire Bar of the state in one organization and present to the next Annual Meeting of the Association, for the consideration of the Association, a proposed act to accomplish the purpose."

Will you accept that, Mr. Field?

Julius Henry Cohen, of New York:

Then I move for a reconsideration of the resolution of reference.

The President:

Mr. Cohen moves the reconsideration of the reference to the Executive Committee of the resolution he presented in connection with his committee. Those in favor will say 'aye;" opposed "no." It is carried.

Mr. Cohen:

I now withdraw the resolution, sir, and offer the one that I have just read by way of substitute.

The President:

I take it that means at the next annual meeting?

Mr. Cohen:

Yes.

Stephen P. Anderton, of New York:

Mr. Chairman, the preliminary part of the motion, that the Association approved the principle in express language was eliminated. But the committee is required to report an act, and therefore it seems to me that unless we are going to commit the Association in principle, that word "act" should be modified in some way, so that they may report their recommendations instead of to report an act. Mr. Cohen:

It is a proposed act.

Mr. Anderton:

To report a proposed act. But that commits the Association to the principle of the organization of the Bar.

The President:

The Chair thinks not, Mr. Anderton. It would be a very extreme view of the wording, particularly in view of the amendment, to say that the Association had impliedly committed itself to the principle. It will take up and discuss and consider the principle when the report of that committee comes in.

The resolution was duly adopted.

The President:

The next business on our program is the report of the Committee on Classification and Restatement of the Law, of which Mr. Morse is chairman.
