FOREWORD The enactment of Public Law 93-406 was a big step in the direction of protecting employee pension benefits in providing for the reform of private pension programs. It represents new Federal initiatives in pension reform. The final legislation was the product of extensive hearings, conferences, and analyses by Congress of the needs of Americans in the area of justice in pension reform. It is hoped that this material and the views of others involved should be of some assistance to all those individuals and organizations who have an interest in this legislation, and I am pleased to be able to make it available from the Committee on Labor and Public Welfare.
