FOREWORD

This study of existing and proposed Federal scholarship and fellowship programs, and other Government aids to students was requested first by Senator Warren G. Magnuson. It was later requested by other individual Members of the Congress and by the Senate Committee on Labor and Public Welfare and the House Committee on Education and Labor.

The study was made and the report prepared by Charles A. Quattlebaum, education analyst on the staff of the Legislative Reference Service. He was assisted by a number of persons on the professional and administrative staffs of the Federal and State Governments and the Governments of certain foreign countries.

Although many bills concerning scholarships and fellowships are pending in the Congress, the principal proposals reviewed in this report have not yet become the subject of congressional debate or national controversy. This study therefore does not contain a summary of arguments for and against these proposals such as is usually contained in reports prepared in the Legislative Reference Service dealing with controversial issues.

In accordance with an established policy of the Service, the report makes no recommendations concerning the propositions with which it deals, but rather reviews them and presents data basic to their consideration by the Congress. For the convenience of the reader the table of contents was prepared to serve also as a brief of the study.
