RAILROAD RETIREMENT BOARD STATEMENTS OF WILLIAM J. KENNEDY, CHAIRMAN; FRANK C. SALARIES AND EXPENSES The CHAIRMAN. We have before us at this time House Document No. 90, regarding supplemental estimates of appropriation for the Railroad Retirement Board in the amounts of $1,722,000 for salaries, $421,000 for miscellaneous expenses, $23,000 for printing and binding, and $38,000 for penalty mail costs. GENERAL STATEMENT Mr. Kennedy, have you a statement you would like to give the committee at this time concerning this matter? Mr. KENNEDY. Yes, sir. My name is William J. Kennedy, and I am Chairman of the Railroad Retirement Board. The Board's detailed budget justifications for the 1947 deficiency were prepared by the Board's budget officer, Mr. George F. Pusack, with the advice and assistance of Mr. Robert H. LaMotte, our chief executive officer, and reflect the financial policies of the Board itself. Mr. Edward T. Hyland, Mr. LaMotte's assistant, is also present. These three gentlemen will testify in detail and will answer all technical questions concerning the budget which the committee may wish to ask. There are some things that I think we can all agree on, that is, the preparing of budgets has not yet been reduced to a fine science. In other words, we have not entirely eliminated some of the guesswork. 1 110 |
