Admiral TRIMBLE. The project for 1974 is $7.3 million, more than twice as much as the year before. It is a pretty big slice. It will take about 2 years to complete. In some cases we have a question of space utilization as well, which forces us to completely finish one phase before we can start the next.

Siting problems precluded going ahead with the initial phase of this project which involved waterfront work and utilities. These have now been resolved and this current request is the requirement for the second phase of the work. This includes further site development, completion of utilities installation, construction of multipurpose building, provision of furnishings and equipment, and some moving expenses, construction of boat moorings, and dredging

costs.

REASON FOR REQUEST AND RELATION TO LONG RANGE PLANS OF COAST GUARD

This is phase two of a project to consolidate Coast Guard forces in the New
London area. The activities at New London Station and Depot are located at
separate, inadequate, old facilities. Pier space must be rented at another
location to moor high endurance cutters. This project will bring Coast Guard
units together in a move to eliminate much duplication of effort, reduce
logistics and administrative workload and in general improve morale and
efficiency of forces in New London. There is no room for expansion at the
present sites and to attempt renovation of such inadequate facilities would
be impractical.

New London Station occupies one building and a pier at the U. S. Navy Underwater Sound Laboratory at Fort Trumbull and is completely surrounded by new Navy construction with no room to expand. The Depot, situated essentially on a former Lighthouse Service pier, bounded on the shore side by an unguarded railroad crossing, is very cramped. Mooring space is rented at the city pier for two large cutters.

REAL PROPERTY SUMMARY

Mr. BOLAND. Approximately $2.3 million was appropriated for this project in fiscal 1968. What is the status of the initial phase of the project?

Admiral SMITH. We have procured the land, the old Thames Shipyard. We are now in the process of designing the facility. We had completed the design and put it out of bid, but the bids came in in excess of the money that we had available so we have gone back to redesigning it. This request will substantially complete the project unless there is some development at the base for an added use later.

Mr. BOLAND. Will there be a need for this amount of money in fiscal 1970?

Admiral SMITH. Are we ready for this?

Admiral SARGENT. Yes, sir; I believe there will be. We will get a much better price if we can do the entire project under one contract. Mr. BOLAND. Will the funds requested for fiscal 1970 complete the project? If not, how much more will be required?

Admiral SMITH. These funds will complete the project.

Mr. BOLAND. What is the total number of personnel assigned to this station?

Admiral SMITH. At the present time we have 42 people assigned to this station.

Mr. BOLAND. What is the net effect on personnel requirements and annual operating expenses with respect to this phase, and to the entire project?

Admiral SMITH. We propose to add seven people at this station after we move to the new location. This addition is not just to operate the station. We need some additional people for port security and port safety functions in the New London area. This increase represents some addition for this purpose.

PIER RENTAL

Mr. BOLAND. I note the justification indicates that spaces are rented at the city pier for two larger cutters. What do you pay to the city? Admiral SMITH. Can we supply that for the record?

Mr. BOLAND. Yes.

At the time the project sheet for New London was prepared, we had planned to move two more high endurance cutters to New London from other ports and negotiations were underway with the city of New London for space. Since that time the transfers have been canceled, and the one large cutter in New London is still tied up on a temporary permit at the Navy pier.

IMPROVE FACILITIES AT YERBA BUENA ISLAND

Mr. BOLAND. On page 29 under the improvement of facilities at Yerba Buena Island you request $1,014,000 for the final phase. We will insert the justification for this project.

Mr. BOLAND. About $3 million was appropriated for this project last year. What is the status of the project? Have you spent the $3 million?

Admiral SMITH. The $3 million has been obligated. Construction is proceeding now at the station. The funds that we are requesting here would complete the project.

Mr. BOLAND. The justification indicates you are looking for $894,000 of the $1,014,000 for a concrete marginal wharf. Why do you need this?

Admiral SMITH. The present wharf has deteriorated to the point where it has to be rebuilt. This is an old lighthouse space, Mr. Chairman. It has been here for a very long time. The Coast Guard has been using it since the Lighthouse Service became a part of the Coast Guard. The wharf that exists there now will have to be replaced to handle the load that we are putting on it at the industrial facility.

Mr. BOLAND. You are also going to rearrange some industrial facilities. Why do you propose to rearrange them and what are the shops and facilities that you are going to rearrange?

Admiral SMITH. The building that we are talking about here is an old building but it is in excellent condition. What we are doing is updating it to handle the programs that will be operated at the base after it is rebuilt. The shops that we propose to rearrange include the administrative offices, the supply functions, the engine shop, machine shop, electrical and electronic shop.
