of all their members, form by-laws, rules and regulations, not inconsistent with this act, and which shall conform to the system prescribed in general regulations, and be submitted to the judge-advocategeneral for his approval, and such by-laws, rules and regulations shall be binding upon all commissioned officers and enlisted men who are now or may hereafter be commissioned or enlisted therein; but they may be altered in the manner provided for their adoption, from time to time as may be found necessary.

In section 246 of Revision.

§ 12. Section one hundred and forty of said act is hereby amended so as to read as follows:

§ 140. For violations of the by-laws, rules and regulations provided in the last preceding section, commissioned officers may be tried by courts-martial; enlisted men offending may not only be tred by delinquency courts, but may be expelled from the troop, battery, company or signal and telegraph corps to when they belong, by a vote of the majority of all its members, and upon such action of the company being confirmed in orders by the commander of the regiment or battalion, and in case of a troop, battery or signal and telegraph corps, or of a company not a part of a regiment or battalion, by the commander of the brigade or division to which it is attached the name of snch person shall be striken from the roll of such troop, battery, company or signal and telegraph corps, his certificate of membership shall be surrendered and canceled, and he shall cease to be a member of such troop, battery, company or corps, and in his time of service in said troop, battery, company or corps shall not be allowed under the provisions of this act.

GENERAL MUNICIPAL LAw.

REVISERS' NOTE.

The general municipal law includes provisions common to two or more classes of municipal corporations, most of which have already been reported to the legislature in article XIV of the county law. Other legislation will probably be found necessary hereafter applicable to two or more classes of such corporations, and it is believed that a general law of this nature will prove convenient in such cases, and that such general legislation should be encouraged as avoiding the necessity of repeating similar provisions in the town, county and city law. The commissioners have, therefore, decided to recommend the omission from the county law of article XIV thereof as first reported. So much of that article as has not been included in the general municipal law has been transferred to the town law and the tax laws.
