The Employment Act of 1946, which established the Joint Economic Committee of Congress and the President's Council of Economic Advisors, was approved February 20, 1946. Extensive revisions to the 1946 Act were made by Title I of the Full Employment and Balanced Growth Act of 1978 (the Humphrey-Hawkins bill). The full texts of the 1946 Act, as amended, and the 1978 Act are reprinted in this publication. The Congressional Budget Act of 1974 requires the Joint Economic Committee to submit recommendations each year to the Budget Committees of the House and Senate about fiscal policy appropriate to the goals of the Employment Act. In 1982, an amendment to the Budget and Accounting Act of 1921 directed the Joint Economic Committee to submit an economic evaluation of the President's budget proposals to the Budget Committees.
