In charge of the Division of Design. Duties of division consist of the consideration of all items in connection with the design of steam machinery and steam apparatus under cognizance of the bureau; the preparation of machinery plans; plans governing the location of machinery in vessels under construction; designs of the various auxiliaries; the determination of size and strength of the various machinery parts; computations as to essential elements; estimates of weights and the location of centers of gravity; the preparation of detail specifications covering all machinery requirements. Passing upon the engineering features of bids for new constructions and upon all changes and alterations made in the machinery installation of vessels under repair and the preparation of the necessary plans and specifications therefor. Preparation of the design, estimate of cost, weight, etc., for all items under the bureau for minor craft, such as tugs, steam and gasoline launches, ferryboats, ammunition lighters, and ash, coal, and water barges; the determination of the apportionment between the bureaus of the contract price of new constructions. Supervision of the work of the Engineering Experiment Station and all matters in connection with special tests at navy yards. Preparation of instructions to officers visiting private plants to investigate new methods or new machinery of any kind. Consideration of questions concerning improvements changes in materials to be used; and, jointly with other bureaus, the development of new standards for naval use. Prepares and analyzes all machinery data collected for use in future designs and examines reports of tests of machinery built under contract. Assistant in charge of the Division of Design. (To relieve Capt. Dyson.) In charge of the Division of Logs and Records. Duties of division consist of cognizance of all matters concerning steam logs of naval vessels; reviewing and indexing technical publications (except electrical), and clipping and filing extracts from such of them as are not permanently bound; filing trial-trip data, fuel-consumption curves, etc., of naval vessels ; filing and indexing special reports on engineering subjects, descriptive catalogues of engineering material, and generally any information on engineering subjects which may be of value for future reference; compiles the Confidential Bulletin of Engineering Information. 4,000 In charge of the Division of New Ships. Duties of division consist of supervision of the details of construction of machinery of new ships; passing upon all detail plans of machinery for new ships, and supervising the payment of moneys involved in the contract for the construction of the parts of new ships under the cognizance of this bureau. This division also has cognizance of matters pertaining to the trials, delivery, extension of contract time, preliminary acceptance, and final preparation for service of all new ships constructed, so far as the Bureau of Steam Engineering is concerned; has

raphy. Duties of division consist of all
matters concerning the designs, manufac-
ture, installation, maintenance, repair,
and operation of radiotelegraph outfits
on board ships and of radiotelegraph out-
fits and stations ashore.

Duties of division consist of considera-
tion of open-purchase and ships' requisi-
tions drawn against the appropriations
of the Bureau of Steam Engineering and
the bureau's allotment of the appropria-
tions of the Bureau of Equipment. Con-
sideration of bids for supplying articles
and materials under the bureau and
recommending awards thereon. Consid-
eration of ship surveys held on supplies
under cognizance of the Bureau of Steam
Engineering. Preparation and custody of
allowance books for supplies under the
bureau. Examining reports of tests of
engineering materials at navy yards and
the Experiment Station, Annapolis, Md.
In charge of the Division of Engineering
Information. Duties of division consist
of the collection of engineering informa-
tion from all sources and its dissemina-
tion to the naval service generally; mat-
ters concerning the detail of engineering
personnel; the inspection of fuel oil, coal,
gasoline, etc., for the service.

In charge of the Division of Electrical En-
gineering. Duties of division consist of
the design of generators, motors, control-
ling appliances, interior communication,
switchboard instruments, searchlights,
storage batteries, preparation of specifi
cations for electric plants for new ships,
and for electrical material; examination
of bids; preparation of data for requisi-
tions; preparation of plans and specifica-
tions for electric power and lghting,
ship-control and fire-control systems on
new ships; repair and overhaul of old
ships; design of switchboard fixtures and
wiring appliances; computation of wire
sizes; criticism of contractors' plans; fil-
ing of its plans and records.
In charge of the Division of Repairs. Du-
ties of division consist of consideration of
questions affecting navy-yard work in
general and the repair and installation of
machinery of vessels other than those
building by contract; preparation of the
stock list of important engineering mate-
rial to be kept in store at navy yards
and keeping a record of the quantity ac-
tually on hand; keeping a record of the
machinery of all steam launches and mo-
tor boats and of the machinery of this
class in store for issue; making the as-
signment for new boats; passing upon
surveys on engineering material at navy
yards; passing on the equipment of ma-
chine tools for shops of the Machinery
Division at navy yards and for ships.

Watt, R. M., Chief Constructor United States Navy, with rank of rear admiral. Pay, $6,000 per annum. Chief of bureau; in general charge of all work under the cognizance of the Bureau of Construction and Repair.

Taylor, D. W., naval constructor, United States Navy, with rank of captain. Pay, $5,000 per annum. Senior assistant to the Chief Constructor and during the latter's absence in immediate charge of all technical work. Has immediate charge of all work at the experimental model basin at the navy yard, Washington; also other miscellaneous experimental work directed to be performed at that yard from time to time by the Chief Constructor. His duties also include the consideration of miscellaneous technical matters referred to him and investigations of special questions, as directed by the Chief Con

structor, most of such work being in connection with new designs of naval vessels. He is also a member of the boards to determine the cost of changes authorized on naval vessels building under contract at private shipyards and navy yards. This work necessitates his frequently absenting himself from his duties in Washington. In addition to the above duties, he is detailed from time to time, as the necessities of the service demand, to represent the bureau on various boards and for duty as member of examining boards.

Smith, S. F., naval constructor, United States Navy, with rank of lieutenant commander. Pay, $4,000 per annum. This officer, although attached to the Bureau of Construction and Repair, has been detailed and devotes practically his entire time to special duty in the Department of Justice in connection with preparation of technical data in relation to claims arising out of changes in the plans of certain vessels built during and shortly after the Civil War.

Robinson, R. H. M., naval constructor, United States Navy, with rank of lieutenant commander. Pay, $4,000 per annum. In immediate charge of design and drafting work, plans, specifications, and calculations pertaining to the design of new vessels or to vessels under construction. In this connection he has general supervision of the drafting force and the distribution of the technical work performed in the drawing office. He is also charged with the preparation of allowance lists on new vessels; preparation of circulars defining chief characteristics of vessels, also general and type plans and specifications for same; general supervision over work relating to the electric and other auxiliaries under the cognizance of the bureau; criticism of plans and detail specifications of vessels under construction; controversial questions involving technical matters; collection and distribution of technical information; the preparation of standard plans, specifications, and instructions for same under the Bureau of Construction and Repair; and calculation and preparation of technical data as directed by the Chief Constructor for use in the bureau's annual report or otherwise. Member of board on departmental business methods, also a member of the executive council of the postgraduate courses at the United States Naval Academy. Is a member of the board on changes for vessels building at the Fore River Shipbuilding Co., Quincy, Mass.; New York Shipbuilding Co., Camden, N. J.; Wm. Cramp & Sons' Ship & Engine Building Co., Philadelphia, Pa.; Newport News Shipbuilding & Dry Dock Co., Newport News, Va.; and the New York Navy Yard.

Du Bose, W. G., naval constructor, United States Navy, with rank of lieutenant commander. Pay, $3,900 per annum. This officer has charge of work under the bureau's cognizance in connection with matters relating to the repair and reconstruction of vessels of the fleet and vessels undergoing extensive miscellaneous repairs at navy yards, and has immediate charge of all reports, such as surveys, routine inspections, docking reports, etc., and estimates in connection therewith; consults with Naval Constructor Land on all requisitions for material, etc., required for carrying on the above work; consults with representatives of other bureaus in regard thereto. He is charged, in so far as this bureau is concerned, with questions in connection with the revision of the Naval Regulations; with matters concerning assignment of civil employees under the Bureau of Construction and Repair, except the bureau's drafting force; and examines reports of all boards for civil technical employees when examinations are held elsewhere. He also prepares memoranda for the action of the chief of bureau with respect to boards of survey of vessels; also miscellaneous reports involving repairs to vessels, and performs such special work and service as a member of various boards as may be directed from time to time. Spilman, J. A., naval constructor, United States Navy, with rank of lieutenant commander. Pay, $3,900 per annum. Assistant to Naval Constructor W. G. Du Bose, United States Navy, particularly with regard to surveys and to routine repairs to ships.

McBride, L. B., naval constructor, United States Navy, with rank of lieutenant. Pay, $3,200 per annum. Assistant to Naval Constructor R. H. M. Robinson, United States Navy, particularly as regards office routine and general handling of correspondence; assists in general design work, and attends tests at naval proving ground. He is a member of the board on hull changes, Bath Iron Works, Bath Me.. and the Maryland Steel Co., Sparrows Point, Md.

Radford, G. S., naval constructor, United States Navy, with rank of lieutenant. Pay, $3,200 per annum.
