By authority of Executive Order 9083, dated February 28, 1942, the following rules to prevent collisions of vessels and the pilot rules for certain inland waters of the Atlantic and Pacific coasts and the coast of the Gulf of Mexico are published.

In this publication the revised international rules and the inland. rules for preventing collisions at sea and on the waters connected therewith are statutory and have been set up in comparison form for easy reference. The material given in this publication was formerly published in Commerce Department Circular No. 230 and Pilot Rules for Certain Inland Waters of the Atlantic and the Pacific Coasts and of the Coast of the Gulf of Mexico.

The revised international rules are statutory and shall be followed by all vessels of the United States upon the high seas and all waters connected therewith navigable by seagoing vessels, except that nothing in these rules shall interfere with the inland rules or the operation of any special rule duly made by local authority relative to the navigation of any harbor, river, or inland waters. The inland rules are statutory and the regulations contained in the pilot rules are by statute declared special rules duly made by local authority. The inland rules and the pilot rules shall be followed by all vessels navigating all harbors, rivers, and inland waters of the United States, except the Great Lakes and their connecting and tributary waters as far east as Montreal and the Red River of the North and rivers emptying into the Gulf of Mexico and their tributaries.

It is hereby directed that all Coast Guard personnel concerned with enforcement of laws and regulations administered by the Coast Guard familiarize themselves with and enforce the provisions contained herein.
