CHANGES, APPOINTMENTS, STATIONS, ETC., OF THE OFFICERS OF THE INSPECTOR-GENERAL'S DEPARTMENT FOR THE FISCAL YEAR ENDING JUNE 30, 1901.

1. PERMANENT OFFICERS.

Brig. Gen. Joseph C. Breckinridge, Inspector-General. Continued in charge of the Inspector-General's Office, War Department. On tour of inspection at Pittsburg, Pa., from April 30 to May 2, 1901, per letter of the Adjutant-General of April 20, 1901; made an inspection of the United States Soldiers' Home, District of Columbia, as required by law.

Col. Robert P. Hughes, inspector-general. On detached service as brigadier-general of volunteers, in command of the Department of the Visayas until February 5, 1901, on which date he was appointed brigadier-general in the line of the Army.

Col. George H. Burton, inspector-general. Inspector-general Division of Cuba until November 16, 1900; inspector-general Department of Cuba since November 17, 1900.

Continued on duty as inspector-general

Col. Peter D. Vroom, inspector-general. Department of the East during the year. Col. J. P. Sanger, inspector-general. Promoted colonel and inspector-general, United States Army, February 2, 1901. Continued on special duty in connection with the census of Cuba and Porto Rico and as member of board of officers for the purpose of considering regulations for the establishment of a war college for the Army, and on special duty in connection with the revision of the customs revenue tariff of Cuba until March 6, 1901, on which date he was relieved from duty in Washington and ordered to Manila as inspector-general Division of the Philippines, per Special Orders, No. 53, Adjutant-General's Office, March 6, 1901, and Special Orders, No. 63, paragraph 17, Headquarters of the Army, March 18, 1901; reported at Manila April 19, 1901.

Col. E. A. Garlington, inspector general. Promoted colonel and inspector-general, United States Army, February 2, 1901. On duty as inspector-general Division of the Philippines; continued on sick leave until January 18, 1901; inspector-general Division of the Philippines from January 19 to 28, 1901; assistant to the inspectorgeneral Division of the Philippines from January 28 to February 20, 1901, on which date he was assigned and announced as the inspector-general of the division, and continued on this duty until June 30, 1901.

Lieut. Col. Charles H. Heyl, inspector-general. Continued on duty as assistant to the Inspector-General of the Army during the year. Assisted in the inspection of the Soldiers' Home, District of Columbia, from July 10 to 14, 1900; made an inspection of the national parks at Gettysburg, Pa., Chickamauga and Chattanooga and Shiloh, Tenn., and Vicksburg, Miss., per letter of the Adjutant-General of July 17, 1900.

Lieut. Col. Thos. T. Knox, inspector-general. Promoted lieutenant-colonel, inspector-general, United States Army, February 2, 1901. Continued on duty in the office of the Inspector-General of the Army during the year; continued on boards for promotion of officers to the Adjutant-General and the Inspector-General's departments and for examination of persons designated for appointment as paymasters until October 31, 1900. Made an inspection of the National Home for Disabled Volunteer Soldiers and its Branches as required by law; assisted in the inspection of the Soldiers' Home, District of Columbia, from July 10 to 14, 1900.

Lieut. Col. Stephen C. Mills, inspector-general. Promoted lieutenant-colonel and inspector-general, United States Army, February 2, 1901. Continued on duty as inspector-general Division of the Philippines to January 18, 1901; assistant secretary to the military governor from January 18 to March 16, 1901; assistant to the inspectorgeneral Division of the Philippines from March 16 to June 30, 1901.

Lieut. Col, John L. Chamberlain, inspector-general. Appointed major, inspector

general, November 10, 1900, from captain First Artillery, U. S. A.; promoted lieutenantcolonel, inspector-general, United States Army, March 1, 1901. On temporary duty in the office of the Inspector-General of the Army from November 21, 1900, to April 9, 1901; assigned as assistant to the inspector-general Department of California April 15, 1901, and proceeded with the investigation of the transport service contemplated by letter from the Adjutant-General's Office, dated April 1, 1901, and continued on this duty to June 30, 1901. Announced, subject to the approval of the War Department, as inspector-general Department of California, per General Orders, No. 11, that department, June 24, 1901, and under the same conditions announced as inspectorgeneral Department of the Columbia, per General Orders, No. 4, that department, June 26, 1901.

Maj. Joseph H. Dorst, United States Cavalry. Designated for duty in the Philippines and to be assigned to station by the commanding general of that division, per paragraph 16, Special Orders, No. 106, Headquarters of the Army, May 7, 1901. No assignment announced. Granted leave of absence per paragraph 22, Special Orders, No. 134, Headquarters of the Army, June 10, 1901.

Maj. Earl D. Thomas, United States Cavalry. On duty in connection with the purchase of horses for the Army, per paragraph 17, Special Orders, No. 36, Headquarters of the Army, February 12, 1901, which duty continued to the close of the fiscal year. Member of examining board, per paragraph 2, Special Orders, No. 115, Headquarters of the Army, May 17, 1901.

Maj. J. M. K. Davis, United States Artillery. Continued as assistant to the inspector-general Department of the East per Special Orders, No. 252, Headquarters of the Army, October 28, 1899, to February 28, 1901, on which date he was detailed in the Inspector-General's Department under act of February 2, 1901, and Special Orders, No. 49, paragraph 24, Headquarters of the Army, February 28, 1901, and remained on duty at headquarters Department of the East.

Maj. Ramsey D. Potts, United States Artillery. Designated for duty in the Philippines, to be assigned to station by the commanding general of that division, per paragraph 16, Special Orders, No. 106, Headquarters of the Army, May 7, 1901, and directed to report in person to the inspector-general of the division of the Philippines for station at Manila, per paragraph 12, Special Orders, No. 170, headquarters division of the Philippines, June 29, 1901, on which date he was assigned as inspector-general, with station at Manila.

Maj. Frederick A. Smith, United States Infantry. Designated for duty in the Philippines, to be assigned to station by commanding general of that division, per paragraph 16, Special Orders, No. 106, Headquarters of the Army, May 7, 1901. No assignment announced.

Maj. Alfred Reynolds, United States Infantry. Assigned as inspector-general, Department of Dakota, per paragraph 17, Special Orders, No. 106, Headquarters of the Army, May 7, 1901. Granted leave of absence for one month to visit Japan, per paragraph 1, Special Orders, No. 142, headquarters Division of the Philippines, May 31, 1901.

Maj. James A. Irons, United States Infantry. On duty at headquarters Division of the Philippines per paragraph 3, Special Orders, No. 63, headquarters Division of the Philippines, March 10, 1901. Recorder of board of officers for consideration of brevets and medals, per paragraph 8, Special Orders, No. 133, headquarters Division of the Philippines, 1900.
