On-site visit was performed on 5 February 1981. during the visit (and by telecon) were as follows:

2. Summary of discussion/observations are as follows:

Total contractor personnel on board has increased to 1590 at time of visit (564 production, 207 engineering and 819 administrative).

b. Plant facilities have increased to over 200,000 sq. ft. under roof with 206,000 sq. ft. under construction. The construction consists of a separate engineering building and expansion of the production facility. An additional eight (8) acres is being obtained for parking. Size of tract would then be 28 acres. The production facility is highly automated with automatic component insertion (into PCB's) robot material movers, computer testing/fault location of component parts and assemblies. Shipping/packaging is automated.

c. Contractor has passed the technical operation capability demo (PreAward) which demonstrated that proposed equipment can perform the mandatory requirements of the RFP.

d. The proposed SSDARS are/will be Paradyne's 8400 series computer terminal consisting of Paradyne designed/build Processor, Video Display Keyboard, Software and supporting cables interface. The Printer and Card Reader will be OEM supplied by on-hand vendor/subcontractor. Paradyne does not propose to utilize prototype equipment. Technical support is on har with a large nucleus of in-house and field engineering personnel with diucipline in design, programming, Software Analysts and Systems Analysts, who are readily available to support installation at the various sites specified.

e. The Paradyne Corporation appears dedicated to becoming a leader in communication products and systems. Sales have increased from $45 million in 1979 to $75 million in 1980 with profits doubling. New product lines have been continually introduced as capability; facilities and resources continue to expand.

Delaware, pursuant to authority vested in me by
resolution of the Board of Directors of said Corporation,
do hereby appoint and constitute FRANK DOLAN, an employee
of the Corporation, as authorized representative to with-
draw any and all proposals of the Corporation submitted
in response to Solicitation No. SSA-RFP-80-0253 in
accordance with paragraph 1.7 (f) of said solicitation.

Request For Best and Final Offer to Solicitation SSA-RFP-80-0253
(SSADARS Terminal Replacement) Resulting From re-opened discussions.

We have met with you and thoroughly discussed any deficiencies, ambiguities,
uncertainties or clarification required to permit your full understanding
of our requirements. Any differences in text, technical or pricing
positions have been aired and if not fully resolved (with confirmation
thereof), both parties have had adequate opportunity to convince the
other of the merits of their position.

Therefore, all revisions to the RFP (the Government's requirement) considered
appropriate and necessary to reflect our discussion (if not our agreement)
nave been issued. In any area where we have differed, your best and final
offer must explicitly identify your final position (i.e., "unchanged,"
"now changed," "complete compliance," with clear and complete supporting
information), since the acceptability of your proposal may be determined on
the basis of your best and final offer. It is particularly critical to you
if you are attempting to convince the Government of the merits of a position
which you have not previously documented, or a "changed" position. The
risk and burden of a documented and convincing compliance with our
requirements rest with you.

Any pricing changes proposed by you in this best and final response must
therefore be clear, complete and fully supported.

If there are no pricing changes and your proposal previously submitted is
being offered; as a minimum, provide the information identified at our
March 2, 1981 meeting.

The Government reserves the right to reject any proposal if data specified
above is not submitted with a revision, or if submitted, is inadequate to
establish the acceptability of the revised offer.

with this letter, negotiations have been concluded and you are hereby invited to submit to this Agency your firm's "best and final" offer in response to the above referenced Request For Proposal by no later than 3:00 P.., (local prevailing time), March 13, 1981. In order that your best and final offer may be properly identified, it is essential that the solicitation number and the due date be indicated on the outer wrappings. Band-carried offers may be brought to this office (Social Security Administration, Room 1219, Annex Building, Attn: Mr. Joseph Shehade, Baltimore, Maryland 21235). Mailed best and final offers must be sent to the address specified in the solicitation.

A request for "best and final offer" is not a request to merely confirm
or reconfirm prior offers, all offerors are free to revise their proposals,
including price, in response to this request.

No further discussions will be held and no information will be furnished until award has been made.

You are reminded that the provisions of the Late Proposal Clause of the RFP, Section II, Solicitation Instructions and Conditions, paragraph 1.7.(c), will apply to the best and final offers.

It is requested that you acknowledge that the date for acceptance by SSA. of your best and final offer will be for the period 60 days after SSA's receipt of your best and final offer.
