SECRETARY'S SUPPLEMENTAL REPORT Covering the Proceedings of the Annual Institute Meeting at Stillwater, August 11-12, 1908; the Election of Members; Reorganization of the Board and Committees; Election of Officers; and Work of the Department for the Period from August 11, 1908, to January 1, 1909, Including a Complete Financial Report of the Department, Appripriations, Receipts, and Expenditures from November 16, 1907, to January 1, 1909. Pursuant to the provisions of Senate Bill No. 112, providing for the creation of the State Board of Agriculture and prescribing the method of electing its members, etc., the first annual State Institute assembled at the A. & M. College at Stillwater, on August 11, 1908. The Institute was called to order by Pres. J. P. Connors, and, after an invocation, the chair announced the program which had been arranged for the meeting. Pres. J. H. Connell, of the A. & M. College, delivered an eloquent address of welcome which was responded to by Pres. J. P. Connors of the Board. Able and appropriate addresses were also made by Senator Campbell Russell and Hon. Wm. H. Murray. At the conclusion of this portion of the program, the Institute organized by the selection of a committee of three on credentials and a like committee of three on rules and order of business, and on motion of Wm. Garrison the chair made the following appointments: Credentials Committee:-Wm. Garrison, G. M. Bond, J. W. L. Corley. Committee on Rules and Order of Business:-G. W. Choate, W. A. Hobson, D. N. Meeks. The Institute then adjourned to give the committees time to bring in a report. The Institute re-assembled at seven P. M. and the report of the Committee on Credentials showed the following delegates present and entitled to represent their counties: |
